OBJECTIVE OF JOB

To support the company's strategic interests through the effective execution of external affairs activities, ensuring compliance with regulatory requirements, managing customs drawback and incentive-related processes, and maintaining strong communication with government agencies, industry associations, and other key stakeholders. This role is responsible for supporting the External Affairs Manager and team in regulatory monitoring, stakeholder engagement, policy advocacy initiatives, and the preparation of regulatory, incentive, and compliance documentation. The Executive will track developments in automotive-related policies, incentives, and industry trends, gather relevant market intelligence, and coordinate with internal and external stakeholders to ensure alignment with evolving regulations and business objectives. The role provides operational and administrative support for government relations activities, regulatory submissions, and industry engagements undertaken by the External Affairs team.

1) Regulatory & Incentives Management

  • Monitor, analyze, and report on relevant government policies, incentive schemes, and regulatory updates affecting the automotive industry.

  • Assist in identifying and evaluating the applicability of New Incentive Mechanism NCM or any updates in government incentive programs (e.g., tax exemptions, import/export benefits) to support business operations and financial optimization.

  • Prepare documentation for application submissions for incentive programs, tracking progress and maintaining detailed documentation to ensure full compliance and timely approvals i.e.: Customized Incentives (CI), Industrial Linkage Program (ILP) and Multi Sourcing Parts (MSP), CKD New Model approval and AP application.

  • Liaise closely with Product & Planning, Local Content, Production Logistics, and Controlling teams to ensure accurate and timely submission of required documentation.

  • Monitor approval validity periods and proactively initiate resubmission processes ahead of expiry deadlines.

2) Customs Drawback/Refund & Compliance

  • Manage customs drawback/refund processes, including preparation and verification of required documentation in accordance with customs laws and internal SOPs.

  • Liaise with customs officials and relevant authorities to resolve issues, provide clarifications, or support inspections.

  • Ensure all customs-related records and claims are accurate, complete, and audit-ready, and contribute to the optimization of customs processes and benefits.

3) External Stakeholder Engagement

  • Support the establishment and maintenance of professional relationships with government ministries, customs departments, and industry associations.

  • Schedule, arrange, and attend meetings with external parties (e.g., government officials, policy agencies), ensuring proper documentation and follow-ups.

  • Ensure compliance checks are conducted for all meetings, gifts, and entertainment activities, in accordance with company policies and regulatory requirements.

  • Represent the company’s interests in public or regulatory forums when required, aligning messaging with internal stakeholders.

4) Policy Monitoring & Internal Communication

  • Keep internal stakeholders informed about relevant regulatory changes, industry trends, and government directives, especially those related to vehicle homologation, emissions, incentives, or compliance.

    Provide support for strategic business decision-making by summarizing regulatory impacts and providing structured policy analyses.

5) Administrative & Reporting Support

  • Maintain and organize comprehensive external affairs files, including incentive application trackers, meeting minutes, and regulatory correspondences.

  • Prepare reports and presentations for management and regulatory briefings i.e Quarterly Customs Regulatory update.

  • Provide general administrative support as needed, including scheduling appointments with government officials and handling incoming email inquiries.

  • Prepare and compile documentation for contracts, sponsorships, and related external engagement activities.

Qualifikationen

EDUCATION LEVEL

Bachelor’s Degree in Business Administration, Public Policy, Political Science, Economics or related fields.

EXPERIENCE

Minimum 2 years of experience in government liaison, regulatory affairs, or customs operations (preferably in automotive).

KNOWLEDGE/SKILL

  • Knowledge of customs processes mainly drawback/refund, automotive policies, incentives, and regulatory frameworks.

  • Proficient in Microsoft Office Suite (Excel, PowerPoint, Word).

  • Analytical and detail-oriented approach to policy and process management.

  • Exposure to regional (ASEAN) automotive regulations and FTAs.

  • Experience dealing with ministries/ agencies/ associations such as MOF, MITI, MARii, MIDA, JKDM, MAA.

  • Strong communication and stakeholder management abilities, excellent organizational and time-management skills.

  • Ability to work independently while coordinating with cross-functional teams.
