Job Description

Job Purpose

The Executive Engineer / Senior Engineer, Project Integration Branch (PIB) is responsible for coordinating and integrating project planning, track access, possession activities, engineering train operations, and cross-functional project support for railway projects.

The role supports the governance, planning, scheduling, resource coordination, and operational readiness of projects across the Trains network. The incumbent will work closely with internal stakeholders, operations teams, maintenance departments, project teams, and external agencies (e.g. LTA) to ensure safe, efficient, and timely project execution.

The role also supports the establishment and administration of Project Management Teams (PMTs), project reporting processes, project resource management, and compliance with project management procedures and operational requirements.

Responsibilities

The jobholder is the Executive Engineer/Senior Engineer, Projects Integration Branch. She/he is accountable to Manager, Projects Integration Branch for holistic project support for railway projects. Her/his roles and responsibilities shall include but not limited to the following areas:

  1. Project Integration and Governance
  • Support the development, implementation, and maintenance of Project Management policies, procedures, and Quality Procedures (QPs).
  • Coordinate Project Steering Committee (PSC) meetings and other project governance forums.
  • Track project progress, milestones, key deliverables, and reporting dashboards across multiple projects.
  • Maintain proper documentation and registry of ongoing and completed Non-Master Replacement Proposal (NMRP) projects.
  • Support Project Management Team (PMT) establishment activities for new projects, including preparation of justifications and project setup coordination.
  • Guide newly established PMTs on project structure, reporting requirements, stakeholder engagement, and governance processes.
  1. Planning and Scheduling Coordination
  • Coordinate and manage Consist-Based Trip, Track Access, and Possession schedules for project execution.
  • Ensure all schedules are accurately captured within the CITP Schedule.
  • Apply and submit Consist-Based schedules to Track Access Management System (TAMS) for resource allocation.
  • Attend weekly coordination meetings and operational planning sessions for track access and sector allocation.
  • Monitor and coordinate overall project schedules and milestone reporting.
  1. Operational and Resource Coordination
  • Coordinate station access and operational support with Traffic Operations where required.
  • Ensure operational readiness prior to execution of works.
  1. Project Execution Support
  • Work closely with Possession Masters (PM), Persons-in-Charge (PIC), and relevant stakeholders to ensure safe and timely execution of engineering works.
  • Ensure all deployed personnel are appropriately certified and operationally ready.
  • Coordinate manpower and logistics support.
  • Support project administrative activities and project closure documentation.
  1. Resource Management and Optimization
  • Coordinate resource sharing and optimization across multiple concurrent projects.
  • Resolve conflicts involving:
  • Wagon usage
  • Engineering train deployment
  • Manpower allocation
  • Track access windows
  • Collaborate with relevant departments to determine suitable project launching locations and deployment strategies.
  • Support projects budget and manpower tracking activities, including coordination for LTA-related claims where applicable.
  1. Claims, Reporting and Administration
  • Liaise with Rail Planning Group’ branches such as Resource Management or Claims and Contracts Management on:
  • Monthly manpower support claims
  • Consist-Based support claims
  • Project Manpower Committee (PMC) manpower support requests
  • Maintain accurate records of manpower deployment, engineering resources, and claims documentation.
  • Prepare regular reports and updates for management, Project Steering Committee (PSC), and higher-level forums where required.
  • Ensure documentation compliance with internal procedures and audit requirements.

Any other duties and or projects that may be assigned by Senior Manager / Manager, Projects Integration Branch, or Director, Systems Project Department.

Qualifications & Work Experience

Qualifications include:

  • Bachelor of Science or Bachelor of Engineering degree

Work Experience

Executive Engineer

  • Minimum 1–2 years of relevant working experience in railway operations, engineering, maintenance, project coordination, or infrastructure environment.

Senior Engineer

  • Minimum 3–5 years of relevant experience, preferably in railway project integration, possession planning, engineering train coordination, or major infrastructure projects.
  • Experience working with LTA projects, railway operations, or maintenance coordination will be advantageous.
  • Familiarity with track access planning, possession management, engineering train operations, or project governance processes is preferred.

  • Proficiency in Microsoft Office applications.
  • Familiarity with systems such as Track Access Management System (TAMS), or similar railway operational systems will be advantageous. Training be provided for TAMS, for those who are not familiar.

Working Conditions

  • Involves coordination of night engineering works and track access activities.
  • May require site visits, depot visits, and occasional night duties.
  • Requires close coordination with operations, maintenance, and project teams in a live railway environment.
