06/17Provo City is seeking an executive-level management professional to serve as the Executive Director of the Municipal Council. This position is responsible to the City Council, is supervised by the Council Chair, and performs all work under minimal direction. This work is distinguished by its oversight of all Council functions, principal staff role to the Council, direction of policy development and legislative research, management of fiscal matters, oversight of public engagement, and direction over the City Council Department. What is the compensation package?
Pay Range: MGT 7 $147,229 - $181,583 per year (depending on experience)

What are the main duties? (For the full classification specification click here.)
Provide executive direction over the Municipal Council, ensuring high-quality support for the Council’s work and priorities.
Direct preparation of Council agendas, meeting materials, and legislative analysis to support informed public decision-making.
Ensure Council meetings and records comply with legal requirements for public notice, transparency, and accessibility.
Oversee the department budget, expenditures, and financial planning, and support the Council’s review of citywide budgets, audits, and appropriations.
Provide impartial, well-researched analysis and strategic advice on ordinances, resolutions, and major policy issues before the Council.
Monitor implementation of Council policies and evaluate whether City actions align with Council direction and adopted goals.
Serve as a key liaison among the Council, Mayor’s Office, City departments, partner agencies, and the public to advance effective governance.
Represent the Council in community, intergovernmental, and stakeholder settings, and help address constituent concerns in a professional and timely manner.
Guide the Council’s work on major city issues such as land use, housing, transportation, capital planning, and long-range policy priorities.
Supervise and develop department staff, including hiring, training, performance management, and maintaining effective administrative operations.
What are the minimum requirements?
Bachelor’s degree in Public Administration, Accounting, Business Administration, or related field.
Five (5) years of professional experience in a job-related field, three ( 3) years of which must have been in a responsible management capacity
A valid, lawful Driver License.
What is the selection process?
This applicant solicitation will end no later than June 18, 2026, with the first screening being held June 11, 2026. The posting may be closed at this time if a sufficient number of qualified applicants to proceed with a competitive process have been received
