Job Description

The Commission on Human Rights (the “Commission”) is the City agency charged with enforcing the New York City Human Rights Law (“City Human Rights Law”), one of the most expansive civil rights laws in the nation, prohibiting discrimination in housing, employment, and public accommodations. The Commission investigates, litigates, and adjudicates claims of discrimination brought by the public. Where the Commission finds unlawful discrimination, harassment, and retaliation have occurred, it obtains compensation to victims, orders companies to take corrective action, and can assess civil penalties. The Commission also engages in training and education to ensure New Yorkers understand their rights and responsibilities under City law.

The Commission seeks to hire an Executive Director of Systems Innovation & Online Learning to provide strategic and operational leadership for the agency's core technology systems and digital learning infrastructure. This role oversees the design, development, implementation, and continuous improvement of the agency's case management system and leads the creation and management of an online learning management system (LMS), including the development of high-quality asynchronous digital training.

This position blends hands-on technical expertise, systems ownership, and innovation leadership to ensure technology and learning platforms directly support mission delivery, staff effectiveness, and organizational growth. Responsibilities include but are not limited to:

Systems Leadership & Case Management
- Serve as the primary architect and technical owner of the agency's case management system.
- Ensure the system is reliable, secure, scalable, and aligned with programmatic and compliance requirements.
- Provide advanced technical support, troubleshooting, and system enhancements.
- Partner with program, operations, and leadership teams to translate business needs into system functionality.
- Lead procurement, system upgrades, integrations, documentation, and long-term roadmap planning.
- Establish data standards and reporting capabilities to support performance tracking and decision-making.

Online Learning & Training Innovation
- Oversee the purchase, design, implementation, and ongoing management of the agency's learning management system (LMS[AM3.1][MS3.2]).
- Lead the conversion of in-person, synchronous trainings into effective digital, asynchronous learning experiences.
- Establish standards for instructional design, accessibility, and learner engagement.
- Collaborate with subject matter experts to ensure training content is accurate, relevant, and mission-aligned.
- Evaluate learning outcomes and continuously improve digital training offerings.

Innovation & Strategy
- Identify opportunities to improve efficiency, effectiveness, and user experience through technology and learning innovations.
- Stay current on emerging tools, platforms, and best practices in systems development and digital learning.
- Develop and implement a strategic vision for systems innovation and online learning that supports organizational goals.
- Balance innovation with operational stability, ensuring mission-critical systems are dependable.

Leadership & Collaboration
- Serve as a cross-functional leader, partnering closely with executive leadership, program teams, and external vendors as needed.
- Provide guidance, training, and support to staff using agency systems and learning platforms.
- Manage vendors, consultants, or contractors related to systems or learning technology, as applicable.
- Contribute to agency-wide planning, decision-making, and continuous improvement efforts.

DEPUTY EXECUTIVE DIRECTOR (COM - 55085

Qualifications

- Bachelor’s degree from an accredited college or university, with a preference for graduate level training in computer science, public administration, information systems, education, or related field. Advance degree preferred; a Juris Doctor (J.D.) is a plus but not required.
- 7+ years of years progressively responsible experience in systems innovation, software development, database architecture, or digital transformation, including experience in a leadership or team lead capacity.
- Strong experience with Case Management Systems (e.g. Mycase, Dynamics, Salesforce, or similar platforms), including configurations, implementation or oversight.
