The Opportunity

As BC Ferries continues to evolve, we are seeking an Executive Director, Learning and Organizational Development to lead a transformative organization-wide strategy that will strengthen organizational capability, leadership effectiveness, and workforce readiness for the future.

Reporting to the Vice President, People & Safety, this newly created role will serve as the executive leader responsible for shaping the vision, governance, and strategic direction for learning and organizational development across BC Ferries. Working with the Executive Leadership Team and senior leaders throughout the organization, you will lead a significant transformation that brings together learning, talent, leadership, and organizational development into a cohesive enterprise approach needed to support long-term success.

The Role

In this role your key areas of oversight will include:

  • Developing and executing a long-term enterprise learning and organizational development strategy aligned with BC Ferries’ strategic goals;
  • Serving as the enterprise leader accountable for learning strategy, governance, capability development, performance measurement, learning investments, and future workforce readiness;
  • Leading enterprise-wide transformation initiatives that strengthen organizational performance, culture, inclusion, belonging, leadership effectiveness, employee experience, operational excellence, safety, and service delivery;
  • Partnering with the Executive Leadership Team and senior leaders to align workforce capability and organizational development strategies with business priorities while providing trusted advice on talent, learning, organizational effectiveness, workforce capability priorities, and resource allocation decisions;
  • Establishing enterprise standards, frameworks, governance models, and performance measures, while overseeing the design and delivery of innovative learning, leadership development, talent management, and organizational development programs that maximize organizational capability, team effectiveness, and business performance;
  • Building organizational capacity and future workforce capability by leading and developing a team of organizational development and enterprise learning professionals while fostering a culture of accountability, collaboration, and continuous improvement;
  • Leveraging data, organizational insights, performance outcomes, and continuous improvement practices to evaluate effectiveness, measure impact, and ensure initiatives deliver meaningful organizational value and support strategic objectives;

What you bring to the team

Education and work experience:

  • Bachelor's degree in Business, Management, Organizational Development, Human Resources, Industrial/Organizational Psychology, or a related discipline, supplemented by a Master's degree in Business Administration, Organizational Development, Industrial/Organizational Psychology, or a related discipline
  • 15+ years of progressive leadership experience leading learning and development, leadership development, talent management, and organizational development initiatives within large, complex organizations
  • 10+ years of experience developing, implementing, and evaluating enterprise learning, leadership, and organizational development strategies, frameworks, and programs that enhance organizational performance and culture
  • 5+ years of experience leading multidisciplinary teams, with responsibility for performance management, workforce planning, coaching, and employee development, preferably within a large, operationally complex, unionized environment
  • Demonstrated success leading organizational transformation, influencing senior leaders, and aligning workforce capability strategies with organizational objectives

  • A strategic mindset, with the ability to analyze complex situations, navigate organizational complexity, and make informed decisions that support long-term organizational success

Additional information

The target salary range: $203,500 - $254,400 per annum. The starting salary is determined based on the successful candidate’s knowledge, experience and internal equity.
