Shared Health leads the planning and coordinates the integration of patient-centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

Position Overview

Digital Health focuses on supporting clinical and business systems as the foundation for leveraging electronic data in the delivery of health-care services.

We have an opportunity for an executive director clinical digital services, who will lead a consultative clinical digital solution practice in support of Manitoba’s Clinical Preventive Services Plan and the outcomes defined in the approved clinical digital strategic services plan and annual operating plan. Focused on providing effective clinical digital solutions, processes, systems and technologies for public health system clients in Manitoba including Shared Health and six provincial service delivery organizations, the executive director clinical digital solutions will establish health informatics processes, systems and provide technology advice that enables the achievement of innovative and sustainable health services. The executive director will provide service-focused leadership to the clinical digital solutions staff across the province, ensure the delivery on service commitments by staff and vendors, lead the service delivery, performance measurement, continuous improvement and efficiency of a provincially-focused interdisciplinary team with a culture of client service in Shared Health, and encourage provincial clients to engage the team as their primary resource for clinical informatics and digital health processes, systems and technology advice. The successful candidate will develop and recommend provincial standards for clinical informatics and digital health processes, systems and technologies, collaborate with senior leaders across the health system to ensure the effective delivery, implementation, ongoing support and adoption of effective clinical informatics and digital health processes, systems and technologies, and act as a primary contact for the engagement of external vendors.

Reporting to the provincial lead and chief information officer of Digital Health, this executive director will engage leaders and critical stakeholders to collaboratively realign and standardize the use of provincial clinical informatics and digital health systems. The successful candidate will lead organizational change, ensure ongoing adoption, optimization, deployment and maintenance of technologies and related equipment, support and manage vendor contracts, and ensure effective services are provided to support overall organizational and health-care system requirements. The successful candidate’s leadership, professionalism, diplomacy, and continuous improvement orientation will be evident as they collaborate with clients and colleagues to provide excellent customer service, identify system solutions, and support an integrated province-wide health-care system that provides multiculturally respectful health services delivery.

Experience

• 15 years of progressive experience including:
• 10 years of senior or executive management experience in digitally enabled health service delivery, business transformation, strategic planning, participating in digital health solution planning, system implementation, and/or leading the management of digital health information systems for a large ICT services organization ensuring operational sustainment and service management according to ITIL processes, and running a 24/7 on-call support team.
• 5 years of experience leading a matrixed team to ensure collaboration and effective operations, working in a leadership role managing operational support for digital health systems, services and technologies.
• 5 years of experience applying strong program/project management in leading multiple, large, cross-functional teams on projects, delivering executive-level presentations and influencing, leading and managing negotiations with senior-level management and key internal and external stakeholders.
• 5 years of direct experience working in a clinical program with strong professional relationships with clinicians.

Education (Degree/Diploma/Certificate)

• Post-secondary degree in clinical informatics, digital health or a related degree in computer science or technology from an accredited educational institution.
• Information Technology Infrastructure Library (ITIL) Foundation certification, or higher.
• An equivalent combination of education and experience may be considered.

Certification/Licensure/Registration

• Active member of an associated regulatory body as appropriate.
• A valid Manitoba driver’s license and use of a personal motor vehicle for regular travel within the province.

Qualifications and Skills

Demonstrated senior-level leadership capabilities. Shared Health has adopted the LEADS in a Caring Environment framework.

Physical Requirements

• Must be available for regular travel within the province, able to work safely in a typical computerized office environment, and able to lift and move items of up to approximately 25 pounds.
