POSITION SUMMARY

The Administrator / Executive Director directs the day-to-day operations of Everett Transitional Care Services (ETCS), in compliance with applicable federal, state, and local regulations governing long-term care. This leader is accountable for clinical excellence, financial performance, regulatory compliance, and a community culture rooted in Bethany’s core values. The Administrator acts with full delegated administrative authority, responsibility, and accountability for the facility.

Pay Range: $150,000-175.000 per annum DOE

ESSENTIAL DUTIES AND RESPONSIBILITIES

This description is not exhaustive. Additional duties reasonably related to the role may be assigned.

Leadership & Operations

  • Plan, organize, implement, and evaluate facility programs and activities consistent with ETCS’s mission and values.
  • Develop, maintain, and enforce written policies and procedures governing facility operations.
  • Foster a culture of teamwork, open communication, and positive human relations across all departments.
  • Represent ETCS at Board meetings and with external agencies, including government bodies and third-party payers.
  • Maintain an effective public relations program serving residents, families, and the broader community.
  • Designate a qualified designee to act in the Administrator’s absence.

Regulatory & Quality Compliance

  • Ensure all operations conform to federal, state, and local long-term care regulations (including WAC requirements).
  • Develop and submit plans of correction for survey deficiencies; provide copies to governing and regulatory bodies as required.
  • Implement a robust QAPI (Quality Assurance and Performance Improvement) program using root-cause analysis methodologies.
  • Maintain all required financial records and cost reports for government agencies.

Human Resources

  • Oversee recruitment, selection, onboarding, and termination of personnel in partnership with the management organization.
  • Ensure adequate staffing levels to meet resident care needs at all times.
  • Conduct or participate in regular management, departmental, and supervisory meetings.
  • Maintain compliance with equal opportunity employment, OSHA/WISHA, and all applicable employment laws.

Financial Management

  • Develop and manage the annual operating budget in conjunction with the governing board and management organization.
  • Review monthly financial statements and adjust operations as necessary to sustain financial viability.
  • Monitor and manage Per Patient Day (PPD) costs, staffing ratios, and supply utilization.

Staff Development

  • Support planning and delivery of orientation, on-the-job training, and in-service education programs.
  • Participate in professional development activities to remain current with long-term care trends and best practices.

Environment & Safety

  • Ensure all staff, residents, and visitors adhere to safety regulations, including fire prevention, infection control, and sanitation standards.
  • Maintain facility units and equipment in good repair.

Qualifications

QUALIFICATIONS

Education

  • Bachelor’s degree required. A degree in Public Health Administration, Business Administration, or a health-related field is preferred.

Licensure

  • Current, unencumbered Nursing Home Administrator (NHA) license in the State of Washington is required.

Experience

  • Minimum three (3) years of experience as a licensed Nursing Home Administrator, or equivalent leadership experience in a hospital or long-term care setting.

Knowledge, Skills & Abilities

  • Demonstrated ability to lead, motivate, and develop a diverse clinical and support services team.
  • Strong financial acumen, including budget development, analysis, and cost management.
  • Excellent written and verbal communication skills; ability to interpret regulatory documents, financial reports, and legal materials.
  • Proficient in Microsoft Office; ability to learn EMR, payroll, and data management systems.
  • Knowledge of managed care contracting, QAPI methodologies, and long-term care regulations.
