BOARD OF EXAMINERS OF NURSING CARE INSTITUTION ADMINISTRATORS & ASSISTED LIVING FACILITY MANAGERS

The mission of the Board is to protect the health, welfare, and safety of Arizona citizens who seek and use the services of nursing care institution administrators and assisted living facility managers.

Administer the Board's day-to-day operations as mandated by law, regulation and Board policy. This work includes preparing for and supporting the regular Board meetings required to perform their functions as defined by law. Supporting, developing and managing Board staff; and developing, implementing, and managing internal policies, budget, licensing process, disciplinary enforcement process, assisted living caregiver, administrator and manager training and testing programs.

The Executive Director will review audit reports, meet with audit teams, implement required changes, hire, train and manage staff and maintain effective relationships with other state agencies, elected officials, private sector organizations, and the public.

The Executive Director will also ensure the Board complies with its own statutes and rules as well as other applicable Executive Orders, State and Federal statutes, such as Open Meeting Laws, Public Record Laws and other State regulations and any special initiatives required by the Board or as directed by the State.

Additionally, the position will provide training and technical assistance to long term care and assisted living facility professionals, the public and Board staff regarding Manager and Administrator licensing and certification requirements including any due process afforded the NCIA’s regulated community for alleged violations.

Job Duties:

• Develop, implement, and manage the Board’s regular meetings required to perform their statutory responsibilities under permanent and session laws as well as responsibilities pursuant to Board policy and regulation and as required under Open Meeting Laws and best practices for public boards.
• Develop a strategic plan to be reviewed annually with goals aligned to the Board and Board staff responsibilities as a public agency.
• Oversee the budget and keep the Board apprised of revenue and cost needs and fluctuations.
• Develop and manage website and computer resources to ensure clear communication with the public and the Board’s licensees.
• Represent the Board and be the spokesperson and liaison to the public, other state agencies, administrative hearings, the Governor's Office and the Legislature.
• Ensure responsiveness to inquiries from the public and licensees, and represent the Board at professional associations and national meetings.
• Ensure steady communication with agencies and stakeholders relevant to the Board’s mission including industry leaders, and state agencies responsible for industry licensure and training that impacts the Board’s work and mission.
• Develop and prepare material for Board meetings, attend meetings, oversee preparation of meeting minutes and support staff readiness.
• Draft and lobby for the passage of Board statutes and rules pursuant to Board direction and in collaboration with the Governor’s Office and the Attorney General’s Office.
• Other duties as assigned as related to the position.

Knowledge, Skills & Abilities (KSAs):

Knowledge:

• A thorough knowledge and understanding of federal and state laws, and regulations related to long term care, assisted living facility professionals, and caregiver, administrator and manager training programs for assisted living
• A thorough understanding of the Arizona Revised Statutes related to the Board, Open meeting laws, licensing and disciplinary actions, the legislative process, rule making process, public sector budgeting and accounting, personnel rules, and procurement rules
• Knowledge of financial management including preparing budgets, financial reports and contracts
• Knowledge of Information Technology

Skills:

• Proficiency in MS Office products such as, Word, Excel, PowerPoint and Access
• Proficiency in Google products within G-Suite, Google Meets and Gmail
• Written communication and oral presentation skills
• Skills related to Information Technology
• Proficiency in eLicensing software
• Organizational skills

Abilities:

• Ability to supervise the operational aspects of the office involving both routine and high level administrative matters
• Ability to clearly draft written communications, policies and procedures, and rules and statutes
• Ability to interpret law and rules and apply them properly
• Ability to comfortably speak at public forum

Selective Preference(s):

• Experience should include managing a public board, using legislative process; rule promulgating; policy and procedure drafting, implementation and compliance; budget development, implementation and monitoring; hiring, development, and retention of staff or consultants; providing testimony in public hearings at the legislature or other levels
• Master’s degree

Pre-Employment Requirements:

• Minimum of four years in public licensing Board management, public agency management, or other regulatory experience. Work experience may substitute for education
• Ability to manage Information Technology and ensure compliance with open meeting law requirements and clear public communication.
