Performs advanced professional work for an official; Work involves coordinating or overseeing high level operations of the County or department. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Examples of duties

Conducts research, compiles data, and prepares documents for consideration and presentation by executives, committees, or the elected official.

Prepares responses to elected official correspondence containing inquiries.

Prepares or presents reports concerning activities, expenses, budgets, government statutes or rulings, or other items affecting the department.

Prepares budgets for approval, including those for funding or implementation of programs.

Attends and participates in intergovernmental meetings representing the elected official.

Meets with individuals, special interest groups, and others on behalf of the elected official.

Delivers speeches, writes articles, or presents information at meetings or conventions to promote services, exchange ideas, or accomplish objectives representing the elected official.

Drafts grant applications on behalf of Hidalgo County.

Interprets and explains policies, rules, regulations, or laws to organizations, governmental agencies or individuals.

May review and analyze legislation, laws, or public policy and recommend changes to promote or support interests of the general population.

Performs related work as assigned.

Qualifications

Bachelor's Degree with major course work in business administration, public administration, or a related field from an accredited college or university.

  • Two (2) years of related experience may be substituted for one (1) year of education.

One (1) year of related experience.

Certificates, Licenses and Registration:

Must have a current valid Texas motor vehicle operator’s license.

Must be able to be insured by the County’s insurance carrier.

Supplemental information

Knowledge of accepted business practices and procedures involved in providing services and of applicable rules, regulations, and policies, as well as related legislative and legal practices and procedures.
Ability to communicate effectively, and to handle high level administrative issues, to assign and/or supervise the work of others.
Ability to analyze and solve work related problems.
