Attention Revenue! Your Taxpayer Account Administration (TAA) division is excited to announce opportunities for a Bilingual Spanish Excise Tax Examiner 3 (ETE 3) position on the BRMS team. Make a difference, join our team!

¿Hablas, lees y escribes español con fluidez? (Are you fluent in reading, writing and speaking Spanish?) This position interacts with Spanish speaking claimants in writing and over the phone. Your ability to read, write and speak Spanish will earn you an additional 5% assignment pay! As one of the division’s primary dual-language Customer Service Specialists, your language skills will provide in house translation for those claimants needing assistance.

Taxpayer Account Administration (TAA) is a division of Revenue that administers many programs including forest excise tax, fish tax, cigarette and other tobacco products taxes, local sales tax, tax incentives, and reseller permits. Additionally, the division is responsible for the distribution of state and local taxes, ensuring compliance with the Uniform Unclaimed Property Act, and returning unclaimed property (UCP) to the rightful owners. Examples of duties

As an ETE 3, you will play an important role in the training and development of other examiners within the division by creating new procedures, presenting, and mentoring. In addition, you will also provide training, education, and instruction to taxpayers, taxpayer's representatives, and government entities. Some of what you will do includes:

  • Train and Mentor: Help train other examiners by creating new procedures, conducting work review, giving presentations, and mentoring.
  • Educate Customers: Provide training and guidance to taxpayers, their representatives, and government entities.
  • Communicate: Clearly and effectively communicate both in writing and verbally.
  • Use Judgement: Make decisions independently to complete tasks.
  • Customer Service: Answer phone calls and web messages about various tax topics.
  • Research: Conduct research on complex issues.
  • Examine Records: Perform detailed financial examinations of taxpayer records to ensure they follow tax laws.
  • Monitor Systems: Test and review critical tax reporting systems to ensure accuracy.
  • Risk Management: Use your expert knowledge to identify and reduce risks for the Department.
  • Adjust Accounts: Verify and adjust funds for local jurisdictions and special tax authorities. Issue debit/credit notices, refunds, or tax assessments within your authority.
  • Collaborate and Contribute: Work with team members and other departments to share knowledge and improve processes.

You will also be responsible for providing English to Spanish and Spanish to English translation and interpretation support for the division.

Additional Information:

Interviews - Please be aware interviews may be conducted virtually using a webcam teleconferencing method.

Telework - This position has the flexibility to work remotely the majority of the time, however the duty station is in Tumwater, Washington and the successful candidate must agree to travel to the office for key scheduled meetings or as operational needs dictate. Details of teleworking considerations will be addressed during the interview process.

Qualifications

To qualify as an ETE3:

An individual applying for this position should have demonstrated the following competencies, which reflect the knowledge, skills, abilities, and experience necessary to successfully perform the duties of an Excise Tax Examiner 3:

Demonstrated ability to conduct full-scope financial examinations of tax returns, business records, audit reports, and assessments, through experience applying Washington excise tax laws, rules, and policies to determine accurate tax liability and taxpayer compliance.

Proven ability to manage workload effectively in a fast-paced environment, through experience meeting established timelines, self-assigning work items, and responding promptly to internal and external inquiries.

Demonstrated knowledge and skill in using Department of Revenue systems and applications, evidenced by accurate navigation of ATLAS, My DOR, and related tools to research accounts, process adjustments, self-assign work items, and resolve taxpayer inquiries.

Progressive experience providing effective customer service and technical guidance to taxpayers, representatives, and internal partners, through clear written and verbal communication, explaining taxability and reporting requirements, assisting with electronic filing and payment issues, and maintaining confidentiality standards.

Demonstrated critical-thinking and independent decision-making skills within established authority levels, through experience evaluating incomplete or conflicting information and resolving complex tax issues under general supervision.

Demonstrated ability to work collaboratively and maintain effective working relationships through experience interacting with taxpayers, colleagues, other divisions, and external entities to resolve account matters and support unit and division goals.

Demonstrated adaptability and commitment to continuous learning, through participation in special projects, contribution to process improvements, engagement in training opportunities, and support of initiatives that enhance unit operations.

Proven ability to independently adapt to shifting work priorities and manage time effectively, through experience completing tasks across multiple tax programs, business requests, and examination activities.

Demonstrated leadership skills through experience guiding others on next steps, advising them on written communication, proposing solutions while addressing potential downsides, and facilitating meetings and presentations.

Proven ability to identify and resolve technical gaps within the team through experience creating and modifying procedures, recommending improvements, providing training, and delivering tactful feedback to correct errors.

Demonstrated ability to communicate effectively in both English and Spanish including the proven ability to read, write, and verbally convey complex information in Spanish with accuracy and cultural awareness. Experience producing clear written correspondence, providing customer service, or delivering information bilingually in a professional setting sufficient to evaluate for correctness, clarity, and audience understanding. (A successful candidate will be extended a conditional job offer, pending the completion of a successful language assessment)

Preference may be granted to candidates who possess the following:

  • Experience completing and delivering work reviews to others.
  • One year as an Excise Tax Examiner 2.
  • Two years Department of Revenue experience at the journey level in accounting, auditing, compliance or tax administration.
  • 6 semester (9 quarter) hours of accounting, business law, money and banking, or finance coursework has been completed.
  • Six years of experience in accounting, banking, auditing, tax compliance or tax administration, provided candidate has experience working with the Department’s mission critical systems.
  • Has a bachelor’s degree in business, accounting, or related field.
  • Has an intermediate understanding of Lean Six Sigma methodologies, principles and practices.
