Job Description

Evidence/Property Technicians with the Sheriff’s Office are responsible for maintaining control and security of evidence and property. Evidence/Property Technicians receive, maintain, issue, or release property and evidence. Incumbents perform various database functions utilizing an evidence control system.

Evidence/Property Technicians maintain physical security, control, and disposition of all evidence and property to include high value items such as vehicles, controlled substances, currencies, and firearms in compliance with legal, regulatory and Sheriff’s Office procedural requirements. They document all chain of custody movement of evidence and property to include intake, storage location, transport and identified final disposition. Evidence/Property Technicians respond to inquiries from the public and official authorities in person and telephonically to include identification, location and dissemination of information.

Evidence/Property Technicians in the Sheriff’s Office are governed by State Civil Service laws, which require specific recruitment and testing procedures. This recruitment will be used to create one-year eligibility lists to fill current and future positions within the Sheriff’s Office.

This is a full-time, regular, non-exempt, union-represented (Sheriff’s Office Support Guild) position.

Qualifications

  • High School Diploma or GED certification.

  • Valid drivers’ license at the time of appointment.

  • United States Citizenship or Lawful Permanent Resident required.

  • A minimum of two (2) years required and five (5) years desired of work experience with emphasis on law enforcement, evidence handling, inventory, accounting/records management, or related areas with an emphasis on inventory control.

  • Ability to apply sound judgment.

  • Ability to research and apply complex federal, state, and local laws.

  • Ability to effectively interact with people who may be emotional and/or verbally aggressive.

  • Ability to lift 30-35 pounds.

  • Ability to cope with exposure to reports which may contain videos or photographs of an explicit and sensitive nature.

  • Ability to interpret written instructions, policies, and technical materials with precision. This role also requires a high level of numeric accuracy, including the ability to review, verify, and reconcile numerical data without errors. Attention to detail, consistency in following written procedures, and a commitment to maintaining accuracy in both text and numeric work are essential.

  • Knowledge of various legal documents and their purpose.

  • Maintain confidentiality of sensitive law enforcement information. Ability to maintain certification to various law enforcement information systems.

  • Ability to lift 30-35 pounds.

  • Proficient at Microsoft Suite applications, with an emphasis on Excel

  • Any combination of education, training and experience, which would provide the required knowledge and ability to perform the essential duties of the classification will be considered.

Knowledge of: database management systems; concepts of advanced reasoning and judgment; strong writing formats to include spelling, punctuation, and grammar.

Ability to: learn and effectively analyze, interpret and apply policies and procedures; interpret and apply complex federal, state, and local laws and regulations; communicate clearly and concisely, both orally and in writing; multi-task and meet deadlines; establish and maintain effective working relationships; demonstrate solid, ethical judgment; operate a computer keyboard terminal/PC at 35 WPM; and operate various warehouse equipment to include a forklift and stock picker.

SELECTION PROCESS

Candidates will be evaluated based on the content of their applications and those deemed most qualified will be invited to participate in the remainder of the selection process.

Skills Testing (Pass/Fail based on 65%) - A combination of computer skills testing and a general knowledge exam may be required. Minimum passing score of 65% is required. Candidates deemed most qualified will be invited to participate in the remainder of the selection process.

Oral Board Interview (Weighted 100%) - Questions will be job related and may include, but not be limited to, the qualifications outlined in the job announcement. Minimum passing score of 70% is required. The oral board will consist of a three-member interview panel who will ask the same position-related, pre-established written questions of all candidates. Panelist evaluations are averaged to determine candidate interview scores.

Eligibility List All candidates who successfully pass the oral board interview will be placed onto the Clark County Civil Service eligibility list for the Sheriff’s Office Specialist II position. The Civil Service Commission will review and certify the list to be in effect for one year from the date of list certification.

Background Investigation * Involves a comprehensive investigation based on information provided by finalist’s personal history statements (from high school years forward).

Selection Interview aka Rule of Five Periodically the top five candidates from the eligibility list will be invited to participate in the Sheriff’s selection interview. (Note: All offers of employment are contingent on successfully passing a drug test and a polygraph exam).

Post Offer Process Selected candidates will be given a polygraph exam, and be drug tested.

*The Background Standards for public safety positions in the Clark County Sheriff’s Office (CCSO) reflect the very high standards demanded of candidates for public safety job classifications and safety sensitive positions within county service. They are designed to identify the kinds of behaviors which are required of public safety officers serving the citizens of Clark County.

Each candidate's past choices, judgments, and behaviors will be compared to these demanding standards. Candidates who fall short of demonstrating consistently sound decision making, maturity, and responsible past behaviors in each of these areas will not be further considered for employment in these critical positions. Each standard represents an area, which is essential for success in public safety employment. CCSO identifies and selects only those individuals with the highest chance of success in their training and in continuing employment in these critical positions. Candidates are asked to critically assess their own background considering these standards before beginning the examination process.

Veteran’s Preference*

In accordance with the Revised Code of Washington (RCW 41.04.010), employment preference is given to veterans as defined by (RCW 41.04.07) who have received an honorable discharge or received a discharge for medical reasons with an honorable record.

Qualifying candidates will receive 10% added to their final (combined written and oral board exam) scores unless they are receiving military retirement. If qualifying candidates are receiving military retirement, 5% will be added to their overall final score. Veteran’s working for a city or county – who are called into active service for at least one or more years, may receive 5% to first promotional examinations only.

*NOTE: Veterans preference applies to all Clark County Sheriff’s civil service entry-level positions. Please provide a DD214.

Examples of Duties

KEY OR TYPICAL TASKS AND RESPONSIBILITIES:

  • Stores, assigns, maintains, controls, and provides security and distribution of evidence, property, equipment and supplies.

  • Maintain strong working relationships with agencies, which may contract with CCSO for evidence handling services.

  • Coordinates the transfer of evidence and/or property.

  • Performs database management functions.

  • Assists the public, as well as other agencies, with questions regarding status of evidence, services and processes via the telephone, email, in person, through interpreters or language line, as well as the Purple program for the deaf community.

  • Ability to work a 4/10 schedule and respond to callouts after normal business hours or on weekends.

  • Record and maintain the official listing of illegal narcotics, moneys, evidence and property currently held.

  • Transport controlled or illicit narcotics, as well as other evidence to Washington State Crime Labs.

  • Plan, conduct and/or supervise the proper viewing or destruction of critical items of evidence such as narcotics, firearms, and other illegal items.

  • Prepare deposit of evidentiary currency for the County Treasurer’s Office.

  • Coordinate with Deputy Prosecuting Attorneys, Detectives, Defense Investigators and Attorneys for evidence viewings. Assist and be present at viewings and maintain proper chain-of-custody.

  • Direct the collection of DNA and fingerprint testing material according to Washington State Patrol guidelines and RCW 10.73.170.

  • Ability to author supplemental police reports in the Records Management System.

  • Monitor evidence correction notifications for compliance.

  • Knowledgeable of new laws, which directly impact the work of the Evidence Warehouse.

  • Develop and teach proper evidence handling and packaging curriculum to deputies and our local law enforcement partners.

  • Work with tow companies and provide physical labor when necessary to move, reposition, intake and release vehicles from the impound lot.

  • Ability to identify, safely handle, and unload firearms.

  • Ability to operate a stock picker, forklift, and other various mechanical warehouse equipment.

  • Fulfill public disclosure requests.

  • Will receive subpoenas for testifying in District/Superior/Federal Courts regarding specific chain of custody matters.

  • Will participate in audits and/or conduct inventory of evidence warehouse.

  • May perform other assignments and handle special projects as required.

  • Provide information and reporting to outside agencies such t the Washington Attorney Generals’ Office, State of Washington Auditor’s Office, CALEA, County Auditor’s Office, etc.

WORK ENVIRONMENT & PHYSICAL DEMANDS:

Incumbents are assigned to the Administrative Division of the Sheriff’s Office, and work is primarily performed in a variety of settings to include the evidence warehouse, impound lot, precincts, and offsite crime scene locations. Incumbent may be exposed to emergencies presenting physical risks from various sources including potential weapons, biohazards, noise, chemicals, and environment. Incumbents must be able to wear protective equipment as required. Additionally, incumbents may be exposed to face-to-face interactions and confrontations with angry, hostile, and otherwise emotionally distraught citizens/suspects. Essential tasks include use of various equipment associated with receiving/releasing of evidence or property in addition to equipment such as a personal computer, telephone, copiers, printers, scanners and other applicable technical equipment. In the course of routine duties, incumbents are sitting, walking, standing, bending, lifting and/or carrying items up to 35lbs. Incumbents are required to drive a large cargo vehicle to off-site training facilities, laboratories, academies, precincts, waste disposal locations and in the transport of property and evidence.
