Job Description

The Emma Caldwell Public Inquiry, established under the Inquiries Act 2005, is an independent investigation into matters of significant national interest. Although independent of the Scottish Government, it is largely staffed by civil servants on assignment from SG, working under the direction of the Chair, Lord Scott.

The Inquiry team is responsible for the full range of administrative and operational functions, including policy development, strategic planning, finance, facilities, security, and communications. As a public and high-profile inquiry, it will address complex and sensitive issues, requiring robust risk management and careful stakeholder engagement.

This role forms part of the Evidence Team within the Inquiry. This team is responsible for the collection, processing, cataloguing, and preservation of material submitted by providers. The team works closely with the Inquiry’s legal team to support the preparation and delivery of hearings. It is also responsible for the redaction of evidence which needs to be disclosed to Core Participants, the public and other stakeholders. While these are distinct roles, the postholders will be expected to work collaboratively and undertake work within the wider Evidence Team when resource is required.

Key responsibilities

There are 3 openings on this vacancy - 1x Evidence Processing Officer and 2x Redaction Support Officers. The 3 successful candidates will work flexibly across these posts as required for the team with the following key responsibilities:

Redaction Support Officer:

  • Apply a rigorous and compliant approach to reviewing and redacting sensitive materials, ensuring adherence to legal and confidentiality standards prior to disclosure.

  • Conduct systematic quality assurance of redaction standards, correcting and reporting inconsistencies promptly.

  • Work closely and collaboratively with other members of the Inquiry team, particularly the legal team, to enable appropriate access to evidence.

Evidence Processing Officer:

  • Work as part of the Evidence Team to collate and process evidence, with thorough attention to detail.

  • Conduct systematic quality assurance of evidence categorisation and filing, identifying, correcting and reporting inconsistencies promptly.

  • Proactively identify and implement improvements to evidence processing, cataloguing methods, and redaction standards using technology and best practices where appropriate.

General:

  • Carry out administrative tasks efficiently, maintaining accurate records and supporting team operations as and when required.

Working Arrangement

This role is a permanent level transfer position.

The Inquiry will have two bases, one in Edinburgh for the administration, and one in Glasgow for the hearings. The postholders may at times be required to travel between the sites. While virtual and hybrid working will be feasible at some points, there is an expectation that the Evidence Team will be present in Glasgow for the duration of the inquiry hearings as and when required.

Due to the nature of delivering public hearings annual leave and flexible working hours will be restricted at times during these posts. While job sharers and individuals on any working pattern are welcome to apply, the likely restrictions should be noted and may not suit all.
