The Fiduciary Systems Global Unit, within the Governance Global Department of the World Bank Group's Prosperity Vice-Presidency, leads the Bank's global engagement on public financial management, fiduciary assurance, financial reporting and auditing, and public-private sector interface issues. The Unit works with client governments to strengthen the institutions, systems, and capacities needed for sustainable, transparent, and accountable management of public resources.
PROSPERITY VPU:
The Governance Global Department, within the World Bank Group's Prosperity Vice-Presidency (Prosperity VPU), is responsible for issues related to public financial and investment management, procurement, standards and codes around transparent financial management in public and private sectors, corporate governance, state-owned enterprises, corporate financial reporting, tax administration and domestic resource mobilization, fiduciary assurance, and governance in sectors. The Department also leads the global engagement program on addressing cross-cutting challenges such as climate change, gender equality, and digitalization for which fiscal policies and PFM systems are an important component of the appropriate policy response.
The Governance Global Department administers the Financial Management Umbrella Program (FMUP) and the Climate Change Governance Program (CCG). Both programs are at an inflection point: FMUP is deepening its donor partnerships and expanding its results framework, while the CCG Program is looking to build out a structured, scalable training offering after transitioning from a successful pilot.
The Financial Management Umbrella Program (FMUP) is a multi-donor trust fund program that supports client countries in achieving sustainable, transparent, and accountable management of public financial resources. FMUP provides grants for technical assistance, analytical work, and capacity building across three thematic modules:
• Module 1 – Managing Public Finances: Budget preparation and execution, cash management, fiscal risk, and internal controls.
• Module 2 – Financial Reporting and Auditing: Public sector accounting standards, external audit, and legislative oversight.
• Module 3 – Public-Private Sector Interface: PPP frameworks, state-owned enterprise oversight, and private finance mobilization.
FMUP is governed by a Partnership Council comprising its donors and key stakeholders and is managed by a small team within the Governance Global Department responsible for grant oversight, results monitoring, donor reporting, and partnership engagement.
The Climate Change Governance Program (CCG) was designed to support client countries in integrating climate considerations into governance and public financial management systems. A key component of the CCG is its capacity building and training program, which equips senior government officials with the knowledge, tools, and frameworks needed to embed climate considerations into public financial management systems. A pilot training cohort has been successfully delivered, generating a strong foundation of learning materials, participant feedback, and facilitation experience.
The CCG training program is now entering its most consequential phase: transitioning from a pilot into a structured, institutionalized offering with the ambition of becoming a reference program for climate-public finance capacity building across the World Bank's client countries. This transition requires sustained, expert-level investment in learning architecture: building out a full suite of program modules, establishing foundational program documents and operational frameworks, designing delivery systems that can operate consistently at scale, and embedding a culture of continuous learning improvement.
To support the operational and learning development needs of both programs, the Fiduciary Systems (Public Financial Management) Global Unit seeks an Extended Term Consultant (ETC) to provide sustained, expert-level support across both workstreams. The Consultant will contribute to the full delivery of the Climate Change Governance Program, from strategic planning and stakeholder engagement through knowledge generation and the finalization and rollout of its capacity building initiatives, while also supporting FMUP through results monitoring, donor reporting, and partnership engagement. The position is hosted within the Fiduciary Systems Global Unit and jointly funded by FMUP and the CCG Program and is designed for a professional who brings deep expertise in program development and implementation alongside demonstrated experience in results frameworks and partnership processes within multilateral or public sector contexts.
POSITION:
The Fiduciary Systems Global Unit, Governance Global Department, Prosperity Vice-Presidency, is seeking to recruit a Public Financial Management & Capacity Development Consultant on an Extended Term Consultant (ETC) basis to provide sustained support across both the Climate Change Governance (CCG) Program and the Financial Management Umbrella Program (FMUP).
This position is designed for a professional who brings deep expertise in instructional design and capacity development alongside demonstrated experience in monitoring and evaluation, results frameworks, and partnership processes within multilateral or public sector contexts.
The Consultant will play a central role in advancing the CCG training program, designing its curriculum architecture, developing its core program documents, managing the full operational lifecycle of training delivery, and ensuring the operational infrastructure is in place to support high-quality, replication-ready programming at scale.
In parallel, the Consultant will support FMUP through portfolio level contributions to results monitoring and synthesis, preparation of program level reporting and donor materials, trust fund related coordination, and engagement processes with donors and Partnership Council members. Across both workstreams, the role emphasizes analytical judgment, integration across teams, and institutional coherence.
The Consultant will work under co-supervision of the Senior Governance Specialist and the FMUP Program Manager.
DUTIES AND ACCOUNTABILITIES:
The selected candidate is expected to undertake tasks that include but are not limited to the following:
The Consultant will be expected to bring a high level of initiative, organizational judgment, and technical expertise to both workstreams. Duties are organized across two areas of accountability.
Program Delivery & Implementation Support (CCG):
• Support the overall delivery of the Climate Change Governance Program, contributing to operational planning, activity coordination, and the implementation of program outputs across its full range of workstreams — including technical assistance, analytical products, stakeholder engagement, and capacity building initiatives.
• Contribute to the strategic development and institutionalization of the CCG program, including supporting the elaboration of its theory of change, results framework, operational frameworks, and core program documents, ensuring the program is positioned for sustained, high-quality delivery at scale.
• Lead the finalization and rollout of the CCG's capacity building program, coordinating the transition from the pilot phase to a structured, replication-ready offering: building out the full curriculum architecture, completing the suite of learning materials, establishing delivery standards, and embedding quality assurance mechanisms.
• Apply instructional design expertise to develop and strengthen the program's curriculum and learning portfolio, translating climate governance and public finance content into rigorous, audience-appropriate learning experiences for senior government officials.
• Manage the end-to-end operational lifecycle of training delivery — including participant enrollment, logistics, facilitation support, and post-program follow-up — ensuring a consistent and high-quality participant experience in line with CCG standards.
• Support the synthesis and integration of learning evidence from participant assessments, facilitator reflections, and stakeholder input into iterative improvements that keep the program relevant and effective.
• Contribute to CCG program monitoring, reporting, and partner engagement, including tracking progress against the program's results framework, preparing program updates and briefs, and supporting engagement with donors, government counterparts, and other stakeholders.
• Contribute to knowledge generation and analytical work related to the climate governance program, including research, synthesis notes, and data and tools that strengthen the program's evidence base and visibility across the World Bank and with partner governments.
Portfolio Results, Reporting & Program Development (FMUP):
• Lead the monitoring and evaluation of grant implementation including maintaining regular communication with TTLs, tracking progress against intended outcomes and donor objectives by updating of grant performance excel sheets (for financial and outputs), prepare prepopulated progress report template, review progress of grant against result indicators of each grant, synthesizing emerging trends and lessons across the portfolio, and share regular updates with program manager
• Work with project teams to routinely collect inputs on results and the implementation status of all activities financed by FMUP.
• Support review of grant amendment requests (including preparation of prepopulated amendment request template and reviewing submission); prepare grant level progress update; review of grant proposals (both competitive and just in time) and provide evaluation to program manager to help inform decision for grant award; oversee performance and coordinate periodic reporting of FMUP grants from concept to closure; and monitor high-risk engagements and participate in the proactive resolution of issues.
• Support the preparation and consolidation of program level reporting products, including annual progress reports, results summaries, and donor briefs, ensuring performance information is accurate, clearly presented, and aligned with the FMUP results framework and Partnership Council expectations.
• Support engagement with donors and partners through preparation of Partnership Council materials, bilateral donor documentation, and background notes, ensuring stakeholders have timely, well-structured information on program performance and strategic direction.
• Strengthen institutional knowledge, systems, and coherence by maintaining program databases, results indicators, and operational records, and providing inputs to guidance notes and internal tools that support consistent delivery across FMUP thematic modules.
• Support program communications and visibility efforts by contributing to the preparation and dissemination of communication products, engagement materials, and event related outputs.
Selection Criteria
Required Qualifications:
• Advanced degree (Master's or higher) in Public Administration, Public Policy, Finance, Economics, Education, Instructional Design, International Development, or a closely related field.
• A minimum of 7 years of relevant professional experience in two or more of the following areas: program development and implementation, learning design and curriculum development, public financial management, trust fund or grant administration, or donor partnership management.
• Demonstrated experience supporting or leading the delivery of complex, multi-component programs in a multilateral or public sector context.
• Demonstrated experience developing and delivering capacity building programs for senior government officials or public sector audiences.
• Experience supporting multi-donor trust-funded programs, including grant monitoring, results reporting, and donor engagement.
• Strong instructional writing skills and demonstrated ability to produce publication-quality learning materials, including facilitator guides, participant handbooks, and training modules.
• Familiarity with monitoring and evaluation frameworks for trust-funded programs and experience preparing program reports, work plans, and budgets.
• Excellent written and spoken English is required; proficiency in French or another WBG language is an advantage.
Preferred Qualifications:
• Familiarity with the World Bank's Climate Change or Public Financial Management frameworks.
• Prior experience working with or within multilateral development institutions (e.g., World Bank, regional development banks, UN system).
• Proficiency in French or another WBG language.
