Eastern and Southern Africa (AFE) Region

Home to about 700 million people, the World Bank’s Eastern and Southern Africa Region (AFE) is a geographically, culturally, and an economically diverse region of 26 countries stretching from the Red Sea in the North to the Cape of Good Hope in the South. South Africa, an upper middle-income country, is the Region’s largest economy, followed by Angola, Kenya, and Ethiopia. Seychelles and Mauritius are the Region’s only high-income economies. The Region boasts some of the world’s richest natural resources. While much of Africa’s population lives in rural areas, Eastern and Southern African cities continue to grow. East Africa Distributional Impacts of Policies Team

The AFE Distributional Impacts of Policies (DIP) Team, located in the World Bank’s Prosperity Vertical, plays a key role in supporting the World Bank Group’s vision of creating a world free of poverty on a livable planet. We build a robust evidence base on poverty and equity, and support operational solutions, focusing on four thematic lines: (1) data for policy analysis; (2) markets and institutions for poverty reduction and shared prosperity; (3) fiscal and social policy for poverty reduction and shared prosperity; and (4) welfare implications of climate change, fragility and conflict risks. Duties and Accountabilities Description

The Consultant will join the Eastern and Southern Africa DIP Team, based in Nairobi, Kenya. He/she will be responsible for supporting the analytical and operational engagements of the Poverty and Equity work program in Kenya, Somalia, and Sudan.

Responsibilities will include:

  • Preparation and analysis of surveys, census, administrative, and other socioeconomic data.
  • Coordinate and oversee household survey implementation, including instrument development, sampling, fieldwork and training, CAPI systems development, data quality assurance, stakeholder coordination, progress reporting, and compliance with ethical and confidentiality standards.
  • Where applicable, coordinate and oversee the documentation, anonymization, archiving, dissemination, and publication of microdata, including the preparation of metadata, technical documentation, public-use datasets, and publication through microdata repositories and data sharing platforms.
  • Preparation of data dissemination products, including maps, data portal and inputs to reports.
  • Preparation of written inputs to analytical pieces on poverty, equity and shared prosperity, including background papers, reports, and briefs.
  • Collaboration with operational teams, particularly for enhancing monitoring and pro-poor distributional impacts.
  • Support engagement with government counterparts, national statistical offices, research institutions, development partners, and other stakeholders to strengthen statistical systems and promote evidence-based policymaking.
  • Contribute to capacity building, technical assistance, and knowledge sharing activities aimed at improving production, management, analysis, dissemination, and use of microdata.
  • Contributions to the overall micro-monitoring effort and any poverty-related policy and programmatic interactions with internal and external clients

We are looking for an imaginative and innovative research analyst with strong quantitative skills, highly capable to support and undertake analysis in the highlighted areas of focus. We appreciate effectiveness in working collaboratively with teams.

Selection Criteria

  • Bachelor’s or Master’s degree with 2 years of experience or equivalent combination of education and experience (e.g., econometrics, statistics, public policy).
  • Experience working with economic and survey data and analytical tools and models to conduct applied quantitative analyses and to produce user-friendly written outputs.
  • Experience supporting the design, implementation, management, or analysis of household surveys or other data collection activities, including familiarity with survey methodologies and data quality assurance processes.
  • Familiarity with computer-assisted personal interviewing (CAPI) platforms and survey data collection systems, such as Survey Solutions, SurveyCTO, KoBoToolbox, or similar software.
  • Experience with data documentation, metadata preparation, anonymization, archiving, dissemination, and publication of datasets through microdata repositories or data sharing platforms will be considered an advantage.
  • Experience working with national statistical agencies, providing technical support, and implementing lending operations to build statistical capacity will be considered a plus.
  • Excellent knowledge of STATA, R and other econometric packages and has the ability to program independently.
  • Familiarity with geospatial analytical tools a plus.
  • Experience interacting with government agencies, academic institutions and civil society organizations for policy design discussions.
  • Demonstrated ability to work collaboratively across teams and institutions, incorporating diverse perspectives and contributing effectively in multidisciplinary environments.
  • Excellent writing and communication skills in English.
