The Latin America and Caribbean (LAC) Regional Energy Unit:

Improving energy security (through both supply and demand side interventions), increasing financing for investments, improving the efficiency of sectoral enterprises, moving towards universal access, and climate change are key challenges in the Region. Energy services development remains critical to the region's strategy for promoting green and inclusive growth and reducing poverty. The Unit also plays a central role in advancing the region’s energy transition, including the decarbonization of power systems, integration of variable renewable energy, and scaling up of distributed energy solutions, energy efficiency, and national gas initiatives.

Recent energy crises in the region—exacerbated by climate variability—have highlighted the urgency of improving energy system resilience and long-term planning. In this context, the Unit provides strategic advisory support and technical assistance to help countries mitigate risks, design contingency mechanisms, and enhance institutional capacity to respond to future shocks.

The Energy Unit is responsible for implementing the EEX Global Practice’s strategy for energy development in the region. The Unit's activities range from project preparation and supervision to Advisory Services and Analytics (ASA). The Unit operates within the context of the Global Practice, deploying global knowledge and expertise both within the region and globally. It also works closely with the relevant Country Management Units (CMUs) and other sectoral units (including environment, transport, digital development, urban, private sector development, and finance), and with IFC and MIGA.

The Latin America and Caribbean (LAC) Region is home to several very sophisticated country clients that require the Bank’s support to be on the cutting edge of the development agenda. The LAC Energy Unit is seeking to contract an Extended-Term Consultant with a strong background in energy and familiarized with Bank operations to support the Unit's portfolio of lending and non-lending activities in Bolivia and other LAC countries, including operational, analytical, and strategy work. The term duration for the position is 6 months, extendable by another 6 months.

1. Scope of Work:

The scope of work for the relevant assignment entitles the following activities within the LAC Energy Unit:

• Support supervision of the energy program in Bolivia: the candidate will take a leading role -in coordination with the TTL- of overseeing implementation of projects, grant activities, achieving deadlines, and other relevant information for the robust implementation of the work program in Bolivia and will produce technical reports and briefings, drawing up technical inputs to facilitate providing policy advice.
• Support the undertaking analytical work: The candidate will take a leading role throughout the implementation of the analytical work, reviewing and coordinating the expert revision of the different deliverables of Consulting firms, and proposing alternatives to bridge potential gaps between the expected results and the deliverables received. The candidate will also lead preparation of terms of reference and tender documents, participating in the tendering process including the review of EOIs and RFPs, for different energy-related studies in the region. Furthermore, they will be responsible for organization and actively participate in missions and technical meetings with officials and technical consulting firms/Consultants, and help lead dissemination activities and study tours, are also envisaged within the scope of the assignment.
• Support Bank’s operations: the candidate will support the Bank´s operations in Bolivia throughout the project cycle from identification, design, preparation, effectiveness, and implementation to completion. The candidate will contribute to major components of project documentation (such as Concept Notes, Project Appraisal Documents, Progress Reports, Operation Manuals, etc.), in coordination with counterparts on details and preparation of operations.
• Support capacity-building activities and provide key inputs for participation of the Bank´s staff in international events: the candidate will support the design and coordination of capacity-building activities to relevant stakeholders. The Consultant will also actively participate in these events.
• Trust Funds: the candidate will take a leading role -in coordination with the TTL- in the drafting of Grant Fund Requests, monitoring of and reporting on the activities funded by Trust Funds, and the final report requested at the closing of Trust Funded Activities.
• Technical assistance and Advisory Services to client countries: the candidate will take a leading role -in coordination with the TTL- in supporting preparation and supervision of Technical Assistance and Advisory Services activities provided to client countries and will provide informed technical or policy advice.
• Regional activities: the Energy team supports multi-country activities and initiatives to address supranational challenges. The candidate will provide support for the definition and implementation of these activities, including developing conceptual notes, powerpoints, and briefing materials.
• Strategy support: the candidate will support the LAC manager with research and preparation of materials such as presentations, briefings, reports, speeches, talking points and other documents related to the broad strategy of the EEX in LAC.
Stakeholder engagement and coordination: The candidate will help strengthen coordination mechanisms with government counterparts, development partners, private sector actors, and civil society organizations. This may involve drafting stakeholder engagement plans, facilitating consultation processes, and ensuring that client feedback is incorporated into the design and implementation of energy sector interventions.
• Knowledge management and internal coordination: The candidate will contribute to the preparation of knowledge briefs, internal learning sessions, and cross-Global Practices coordination efforts to disseminate good practices and lessons learned within the World Bank and among client countries.

Selection Criteria

• Have a master’s degree in engineering, economics, international relations, law, business, or a related field, with at least 5 years of professional and relevant experience in dealing with governance, institutional strengthening, capacity building, energy sector reform and modernization, energy efficiency initiatives, integration of renewable energy, and broader climate change issues and transitioning to low carbon energy sectors.
• Have a track record of teamwork and ability to produce high-quality policy, technical, and project-related written outputs with limited supervision.
• Show a good knowledge of the Bolivia energy sector will be highly valued.
• Have strong analytical skills with demonstrated operational experience.
• Show previous experience in World Bank-financed projects.
• Have an excellent domain of English and Spanish (spoken and written).
• Work independently with limited supervision.
• Have previous work experience in the LAC region.
• Previous experience working in international organizations is desirable.

Technical competencies:

• Knowledge and Experience in Development Arena - Translate technical knowledge into practical applications and contributions to country and sector strategies.
• Integrative Skills - Understand relevant cross-sectoral areas how they are interrelated; able to undertake cross-sectoral work in lending and non-lending operations.
• Energy Sector Technologies - Experience applying knowledge (e.g., power generation with focus on hydropower and non-hydro renewables including distributed generation; transmission and distribution; energy efficiency and other innovative demand-side management; innovative technologies, business models and financing) to policy-related decisions and advice.
• Energy Policy, Strategy and Institutions - Understanding of energy policies, strategies, institutions, and regulations.
• Proactivity and problem solving – Engage with the client on regular basis to identify and help resolve issues on lending and at the policy level under the guidance from experienced specialists.
