Sapphire Utility Solutions, a Lanes Group Company specialise in multiple divisions.

Commercialworks closely with operational, delivery, and support teams across the business, providing commercial oversight, contract management, financial control, and strategic guidance to ensure projects are delivered efficiently, profitably, and in line with contractual obligations.

The team is responsible for protecting and enhancing business value through effective cost management, risk mitigation, procurement support, and stakeholder engagement. By driving commercial best practice and informed decision-making, they help maximise project performance, support sustainable growth, and ensure the business delivers outstanding outcomes for customers and partners.

Purpose of the role:

As an Estimator, you will support the growth of the business by preparing accurate and competitive tenders & quotations for new and existing Frameworks delivering Capital, Rehab and R&M solutions within the, utilities and infrastructure sectors. Working closely with operational, commercial and Bid, teams, you will review project information, identify suitable solutions, and manage enquiries from initial contact through to contract award. This is a fast-paced role requiring strong commercial awareness, attention to detail, and excellent customer service skills.

Location: Flexible – UK Wide
This role can be based anywhere across the UK, with travel to operational sites and offices as required.

Key Responsibilities:

  • Review project documentation, CCTV survey data, drawings, and client information to identify the most appropriate solution for customer requirements.
  • Prepare accurate and competitive quotations using agreed pricing schedules and CRM systems for review and approval.
  • Obtain and evaluate quotations from suppliers and specialist subcontractors where required.
  • Manage routine enquiries from initial client contact through to contract award, ensuring a high level of customer service throughout.
  • Work closely with Bid teams, transferring opportunities where appropriate or retaining ownership until receipt of a purchase order.
  • Maintain accurate and up-to-date records of opportunities, quotations, and project information within CRM and other business systems.
  • Provide comprehensive project handovers to operational and service delivery teams following contract award.
  • Support project teams with commercial advice and guidance during project delivery when required.
  • Assist with tender submissions and bid activities as required.
  • Build and maintain effective working relationships with clients, suppliers, subcontractors, and internal stakeholders.
  • Manage multiple enquiries and competing priorities in a fast-paced environment whilst meeting strict deadlines.
  • Undertake site visits and occasional overnight travel when required.

Requirements

Essential

  • Previous experience in an Estimator, , Commercia Management or QS roles within the Utilities sector or similar role.
  • Strong numerical and analytical skills with excellent attention to detail.
  • Ability to interpret technical information, drawings, reports, and project documentation.
  • Excellent organisational skills with the ability to prioritise workload and meet deadlines.
  • Strong communication and customer service skills with the ability to engage effectively with internal and external stakeholders.
  • Experience using CRM systems and cloud-based business applications.
  • Proficient in Microsoft Office, including Excel, Word and Outlook.
  • Ability to work independently while collaborating effectively within a team environment.
  • Full UK driving licence and willingness to travel when required.

Desirable

  • Experience within utilities, drainage, infrastructure, construction, or a related sector.
  • Knowledge of drainage and rehabilitation solutions, utility infrastructure, or civil engineering works.
  • Understanding of standard forms of contract, including NEC contracts.
  • Experience working with CCTV survey information and associated technical documentation.
  • Previous involvement in tender preparation and bid submissions.
  • Experience working within a fast-paced commercial or project delivery environment.
