The Traffic Control Estimator is responsible for developing accurate, timely, and competitive Quotes for traffic control services while delivering a high standard of customer service. Building strong partnerships with both internal departments and external customers is essential. This role requires a comprehensive understanding of traffic control standards and regulations, detailed project scope analysis, and precise labor, equipment, and material pricing. The Estimator works closely with Operations and Sales teams to align pricing with execution capabilities, support project planning, and contribute to successful project outcomes.
Key Responsibilities
Project Review & Scope Analysis
Review and analyze construction schedules, work phasing, lane closure requirements, and designated work hours to accurately define project duration and sequencing
Identify project constraints, risks, and specialized traffic control requirements that may impact pricing, staffing, or execution
Verify required quantities of traffic control resources, including cones, barricades, signs, arrow boards, TMA trucks, and labor
Collaborate with operations teams to validate manpower needs, equipment availability, deployment logistics, and execution feasibility
Estimating & Pricing
Prepare accurate, detailed cost Quotes for traffic control services, including labor, equipment, signage, trucking, and materials
Analyze project plans, specifications, permits, and MOT/traffic control plans to fully define project scope and requirements
Price a wide range of projects, including short-term, long-term, and emergency traffic control services
Develop and maintain bid proposals, customer quotes, and pricing revisions based on evolving project needs
Ensure all Quotes align with established company pricing strategies, cost structures, and targeted profit margins
Compliance & Standards
Ensure all cost Quotes comply with applicable traffic control standards and regulations, including MUTCD, state DOT, and local agency requirements
Incorporate permitting requirements, inspection processes, and agency specific conditions into project scope and pricing
Maintain current knowledge of traffic control regulations, standards, and jurisdictional requirements to support compliant and accurate Quotes
Collaboration
Work closely with Sales, Project Management, Engineering, and Operations teams to ensure Quotes align with project requirements and execution capabilities
Support pre‑bid meetings, job walks, and client discussions to clarify scope, assumptions, and traffic control requirements
Assist in developing value engineering opportunities and alternative traffic control solutions to optimize cost, safety, and constructability
Documentation & Systems
Maintain well organized Quote files and supporting documentation to ensure accuracy, traceability, and audit readiness
Enter and maintain Quotes, revisions, and related data within quoting software and CRM systems in a timely and accurate manner
Track bid activity and outcomes, and support post-bid reviews to identify trends, improve estimating accuracy, and enhance win rates
Required Qualifications
2+ years of experience estimating traffic control, construction services, or related field
Strong understanding of traffic control operations and equipment
Experience reviewing construction plans and traffic control drawings
Proficient with estimating tools, spreadsheets, and CRM or project management systems
Strong attention to detail and analytical skills
Preferred Qualifications
Experience with DOT, municipal, or utility projects
Familiarity with MUTCD standards and local traffic regulations
Field experience in traffic control or roadway construction
Knowledge of scheduling and cost analysis
