
As an Estate Manager, you will play an important role in shaping a positive living experience for HDB residents and fostering harmonious communities. You will support HDB’s housing management objectives by delivering resident-centric services, managing complex housing and neighbour-related matters, and contributing to broader social objectives. Working closely with internal stakeholders, Whole-of-Government (WOG) agencies and community partners, you will help navigate challenging situations, coordinate interventions and develop practical solutions that make a meaningful difference to residents and the community. This is a role for someone who enjoys solving complex problems, engaging people, improving how things are done and translating policies into effective outcomes on the ground.
Housing Management - You will play a key role in the issuance and enforcement of HDB’s Mediation Directions for neighbour disputes, overseeing the end-to-end due diligence and case management process. This includes assessing complex housing and neighbour-related cases, guiding ground officers on case management, and recommending appropriate interventions and enforcement actions in accordance with established policies and procedures.
Stakeholder Engagement - You will work closely with internal stakeholders, WOG agencies and community partners to address housing management issues, coordinate efforts and develop practical solutions that balance residents’ needs with broader community considerations. As required, you may also engage residents to support effective case resolution and contribute to a harmonious living environment.
Process Improvement, Data & Innovation - You will help shape better ways of working by contributing to reviews of operational policies, processes and enforcement frameworks. You will also support business process re-engineering and service improvement initiatives, using resident and case management data to uncover trends, generate actionable insights and improve operational outcomes. Where relevant, you will explore and support the adoption of Ops-Tech, digital and AI solutions to enhance productivity, decision-making and service delivery.
Depending on organisational needs, you may also have opportunities to contribute to the planning, coordination and delivery of key HDB estate programmes, including the Home Improvement Programme and other housing management initiatives.
