Position Overview:
The Permit Manager is responsible for obtaining and managing all necessary permits for Energy Savings Assistance (ESA) Program and Whole Home Pilot projects. This ensures projects remain compliant with local, state, and federal regulations and can be executed on schedule.
Primary Responsibilities
- Permit Identification
- - Review project scope to determine required permits (building, electrical, plumbing, HVAC, energy efficiency, etc.).
- - Identify local jurisdiction requirements (city, county, or special district).
- - Maintain a checklist of permits for ESA and Whole Home Pilot projects.
- Permit Application & Payment
- - Complete and submit permit applications accurately, including all required supporting documentation (drawings, scope of work, equipment specs).
- - Pay permit fees as required, track expenses, and maintain receipts.
- - Reconcile credit card charges for permit payments with the Finance Department.
- - Coordinate with project managers, contractors, and utility representatives for necessary signatures or approvals.
- Tracking & Management
- - Track permit status in project management system or spreadsheet.
- - Follow up with permitting agencies to ensure timely approvals.
- - Update project teams on permit timelines and any delays.
- Compliance & Documentation
- - Ensure all permits are posted on-site as required.
- - Maintain electronic and physical copies of permits and approvals.
- - Verify work is performed according to permit requirements to avoid compliance issues.
- Reporting
- - Provide weekly updates to the Director or Project Manager on permit status.
- - Highlight potential delays or issues that could affect project schedules.
- Other Duties as Assigned
- - Assist with related project tasks as needed to support operations and ensure program success.
Experience
- Minimum of 3–5 years of experience in permitting, construction administration, project coordination, or regulatory compliance.
- Experience working with municipal permitting agencies preferred.
- Experience supporting energy efficiency programs, construction projects, or public utility programs strongly preferred.
Knowledge and Skills
- Knowledge of local, state, and federal permitting processes.
- Familiarity with building, electrical, plumbing, HVAC, and energy program compliance requirements.
- Strong organizational and project tracking skills.
- Ability to manage multiple permit applications and deadlines simultaneously.
- Proficiency with Microsoft Office (Excel, Word, Outlook) and project tracking systems.
- Strong written and verbal communication skills.
- Ability to coordinate effectively with internal teams, contractors, and regulatory agencies.
Working Conditions
- Work is primarily performed in a professional office environment with occasional remote work depending on operational needs.
- Position may require occasional travel to municipal permitting offices, project sites, or partner agency locations.
- Work may involve interaction with construction personnel, contractors, and government agencies.
- Work schedules may occasionally require extended hours during periods of high project activity or permit deadlines.
- Position may involve periodic visits to residential or construction sites related to energy efficiency upgrades.
Physical Requirements
- Ability to sit for extended periods while working at a computer workstation.
- Ability to stand, walk, and move between office spaces or project sites as needed.
- Ability to lift and carry files, plans, or equipment weighing up to 20 pounds.
- Ability to review printed documents, plans, and electronic records.
- Ability to operate standard office equipment including computers, printers, scanners, and phones.
- Ability to travel locally to permitting agencies, municipal offices, and project locations when required.
QualificationsEducation
- Associate’s or Bachelor’s degree in Construction Management, Public Administration, Environmental Programs, Business Administration, or a related field preferred.
- Equivalent combination of education and relevant experience may be considered.
