Job Duties:

  • The ES ABC Quality Monitor review, evaluate, and develop performance reports for a caseload of child care programs of varied types. Utilize multiple data systems to manage their caseload, conduct assessments, and communicate with programs or early childhood partners. Maintain reliability to ensure consistency in the implementation of ABC Quality policies, procedures, protocol, and standard assessments. Provide technical assistance and training to child care programs to ensure their understanding and to promote continuous quality improvement. Participate and support special projects that align to the ABC Quality mission and to ensure the effective and efficient service delivery to child care programs. This position will work a caseload in Spartanburg, Greenville, and other Upstate counties as assigned.
  • Manage and plan reviews for a caseload of child care programs of varied types. Conduct program reviews of child care providers as assigned to ensure compliance with all applicable eligibility requirement and standards. These reviews include program observations, interviews, and document reviews, which are entered into multiple data systems. Prepare reports to provide feedback and recommendations to child care programs based on program reviews. Serve as trouble-shooter for complex service problems and resolution of concerns.
  • Participate in and support special projects and pilot studies as assigned to enhance the statewide service delivery for child care programs.
  • Provide technical assistance, training and consultation for child care programs to support their understanding of policies, program requirements, and quality assessment standards. Develop resolutions to identified problems/needs. Coordinate with state agencies, regional / local entities to provide needed client services and to maintain effective agency relationships.
  • Field test existing program assessments, monitoring tools and software and recommend improvements based on results and efficiency.
  • Provide feedback and recommendations to anchors and program managers on priorities, goals and objectives for the program review process of total child care system, to include procedures, standards, philosophies, definitions and criteria for all child care providers.
  • Perform other related duties as required.

Examples of duties

A Bachelor’s Degree and four (4) years of professional experience in social services programs, correctional, education, business administration, general administrative management, or relevant program experience.

A Master's Degree and two (2) years of professional experience in social services programs, correctional, education, business administration, general administrative management, or relevant program experience.

Qualifications

A Master's Degree in Early Care and Education, Child Development, Education, Family and Consumer Science or a related field and one (1) year of professional experience in Early Care and Education or relevant program experience.
