Manages the daily activities and functions for the ERP, Procurement, and Contracts Branch. Work involves directing the activities of
product teams through establishing a plan with goals and objectives, principles, standards and measurement tools used to determine the progress in meeting goals; coordinating and evaluating program activities and reviewing and recommending budgets. Oversees the technical quality of the work delivered by outsourced vendor teams. Drives stakeholder alignment through continuous engagement and feedback. Trains and enables the team to operate in accordance with product delivery best practices and manages processes to integrate digital solutions as well as overcome obstacles. Supervises a team of professional and technical employees. Reports to the Applications Development and Maintenance Section Director. Employees at this level are virtually self-supervising and assume
direct accountability for the work product.
• Facilitates cross tower overlap sessions with project managers to ensure solutions are standardized.
• Implements the vision and develops the overall approach for the program, its major milestones, deliverables, and managing the assigned budget to address and meet the desired goals and outcomes.
• Communicates strategic needs, goals, and objectives.
• Coordinates programs and projects to enhance efficiency and streamline operations.
• Guides the work stream of project managers to adhere to a standardized and consistent project delivery process.
• Drives and/or travels to represent the Division or the Department at national, state and local levels concerning Information Management-related activities.
• Responsible for performing on-site reviews, analyses, tests, training and/or to provide technical support for IT activities; drives to perform this essential function.
• Develops criteria for evaluating programs, proposals, and other pertinent information related to areas of responsibility.
• Manages and cultivates relationships within various business units, to ensure users have IMD liaisons who understand their business needs and requirements.
• Oversees business analysis and business case development for proposed solutions.
• Partners with other areas in the agency to support local and enterprise-wide activities and drive engagement.
• Supervises professional and technical staff.
• Performs other job responsibilities as assigned.
Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
6 years of experience in project management, planning and analysis, implementing business enterprises (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.
Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
