Purpose of Role:
The EPMO Director is responsible for leading and evolving The Crown Estate’s Enterprise Programme Management Office (EPMO), ensuring programmes and projects are delivered consistently, effectively and in line with strategic priorities.
This role provides enterprise-wide oversight, governance and assurance across the project portfolio, helping the organisation make informed investment decisions, manage risk and maximise value. Working closely with senior leaders, the EPMO Director will ensure change initiatives are aligned to corporate priorities, supported by robust governance and measured through clear performance insights.
A key focus will be establishing a high-performing EPMO that drives delivery excellence, strengthens programme assurance, embeds best practice, and enables efficient portfolio management through a single enterprise-wide programme management platform.
Main accountabilities:
This is a key leadership role responsible for embedding a high-performing enterprise programme management capability across the organisation.
Key responsibilities include:
Leading and developing the Enterprise Programme Management Office.
Ensuring programme and project portfolios align with The Crown Estate’s corporate priorities and strategic objectives.
Driving portfolio prioritisation, governance and delivery standards across the business.
Providing oversight of programme performance, risk, benefits and investment decisions.
Delivering clear portfolio reporting and insights to support executive decision-making.
Providing second-line assurance in line with the Three Lines of Defence model.
Leading enterprise change control processes and governance.
Overseeing the implementation and continuous improvement of the organisation’s programme management tool.
Building programme management capability and promoting a culture of continuous improvement.
Most important skills based requirements:
Significant experience leading PMO, EPMO or portfolio management functions within a complex organisation.
Proven track record overseeing large-scale programmes and organisational change.
Strong knowledge of programme governance, assurance, risk management and portfolio delivery.
Experience implementing enterprise-wide programme management systems and tools.
Strong commercial, financial and strategic decision-making capability.
Excellent stakeholder engagement and influencing skills, including experience working with senior leaders and executives.
Ability to lead, develop and inspire high-performing teams.
Strong analytical skills with the ability to turn complex data into actionable insights.
Commitment to continuous improvement, organisational performance and long-term value creation.
