Main Purpose Defining, coordinating and monitoring the epidemiological activities, ensuring the development of appropriate methodology and the quality of studies according to MSF protocols, standards and procedures in order to identify risk factors for diseases and to determine the optimal treatment approaches to clinical practice and the preventive medicine to be used in the missions. The MSF Mombasa Project is conducting evidence-based implementation of a multi-year population health intervention. This position will support the project by leading its research and data activities, including routine patient and project data, Monitoring & Evaluation (M&E) activities, and a program of mixed methods Operational Research. As part of this work, the position will define, coordinate, and monitor all research and data activities, including translation of results into practice. This position will lead a team of research and data officers and will coordinate collaboration with diverse local, national, and international stakeholders in alignment with operational priorities and in agreement with the PMR/PC. A ccountabilities Defining, scheduling and organizing, in close collaboration with medical team members and other key stakeholders an annual research and data plan, including its associating budget, to improve early detection of risk factors to better define treatment approaches and preventive practices. Leading implementation of plans and protocols for re-search and data, ensuring all related staff follow them in order to improve efficiency and impact. Supervising, according to annual plan, research and data activities, including ensuring that contacts with community groups and authorities are aligned with the objectives of M&E and Operational Research and that the population participating in the research is properly informed. Reporting on the progress of data collection, on ongoing analysis of research or on any issue causing delay, in order to achieve epidemiological goals on time. Advising the MSF medical team on intervention and epidemiological matters that arise, and when necessary, de-signing and implementing tools and data collection to meet emerging needs. Ensuring, in coordination with logistics department, that national or international shipment of laboratory samples acquired for research purposes is done within datelines and according to protocols, following security rules and keeping conditions needed for the sample Supervising data filing procedures, ensuring that all research and data software are properly used and are updated regularly, in order to ensure full data traceability and availability Planning and supervising, in close coordination with the HR, policies and values, the associated processes (job description, recruitment, training, performance evaluation, development and internal/external communication) of the research and data staff in order to ensure both the sizing and the amount of knowledge required, to improve staff technical capabilities, contribution and commitment to MSF values. Supervising, in close coordination with the Logistic Manager that research and data equipment and materials are properly maintained and stock level is above minimum point in order to ensure availability and research activity continuity. Participating in operational monthly reports and organizing and/or assisting medical staff in preparing research and data reports related to health facilities and to researched areas. Design, implement, and maintain an overarching protocol for all data-related activities of the project, including in relation to data quality assurance. Oversee implementation of an electronic medical record (EMR) system, ensuring rigorous processes of data protection and management. Participate in activities to disseminate and share Operational Research results, including scientific reports, peer-reviewed manuscripts, presentations to scientific and generalist audiences, and others. Lead collaboration with diverse stakeholders from the medical, governmental, scientific, community, and other sectors in support of data interpretation and dissemination, in alignment with operational priorities and in agreement with the PMR/PC. Provide mentorship and technical leadership to the research and data team and, as requested, provide technical advice to other project teams.
