Role Summary
The EOR Operations Executive is responsible for managing the full employee lifecycle for Employer of Record (EOR) staff, including payroll processing, statutory compliance, client billing, onboarding, HR administration, and employee relations. This role ensures all EOR employees are legally employed, paid accurately and on time, and supported in compliance with Malaysian labor laws, while maintaining strong service delivery to clients.
Key Responsibilities
1. Payroll & Statutory Compliance
Process monthly payroll for all EOR employees
Calculate and submit EPF, SOCSO, EIS, and PCB
Generate payslips and payroll reports
Handle salary adjustments, overtime, allowances, and reimbursements
Ensure timely salary disbursement
Prepare payroll data for audits and inspections
2. Billing & Invoicing
Prepare monthly client invoices
Provide cost breakdown per headcount
Track payments and follow up on outstanding balances
Support cash flow and payroll funding planning
Maintain billing records and reports
3. Onboarding & Documentation
Issue employment contracts and offer letters
Collect NRIC/passport, bank details, and tax info
Register employees for EPF, SOCSO, and EIS
Coordinate onboarding schedules
Maintain employee files and HR records
4. HR Administration
Manage leave, attendance, and HR documentation
Process contract amendments and renewals
Support insurance and benefits enrollment
Maintain employee records in compliance with PDPA
5. Employee Relations
Respond to HR and payroll queries
Support disciplinary actions
Assist in grievance handling
Coordinate resignations and terminations
Ensure proper exit procedures and documentation
6. Client Coordination
Liaise with clients on onboarding, headcount changes, and HR matters
Clarify scope of responsibilities between client and EOR
Support operational queries from clients
Escalate complex issues to management
7. Compliance & Risk Management
Ensure compliance with the Malaysian Employment Act
Maintain HR and payroll SOPs
Support audits and regulatory inspections
Flag compliance or risk issues to management
