About the role
The Contract Administrator is responsible for managing and administering road infrastructure contracts for civil construction projects of varying size, value, and complexity, in accordance with the Transport and Main Roads (TMR) Contract Administration Services (CAS) framework. Depending on the project scope, candidates may be engaged under the CA01, CA02, or CA03 level to support or lead contract administration and project delivery.
Each level may perform the role of Administrator, Administrator’s Representative, or Principal’s Representative Agent. The position involves ensuring efficient contract execution, compliance with standards, and successful outcomes in line with cost, time, and quality targets.

Key responsibilities
• Contribute to the establishment, surveillance, and administration of government road infrastructure contracts.
• Manage contractual obligations, timelines, claims, variations, and dispute resolution.
• Perform duties in accordance with TMR’s General Conditions of Contract, Standards, and Contract Procedures.
• Coordinate with external stakeholders including utility providers, councils, and community organisations.
• Oversee quality, safety, environmental, and financial aspects of contract execution.
• Prepare project reports, briefing notes, and cashflow/expenditure tracking for contract works.
• Provide leadership or support to project teams, including engineers, advisors, and technical staff.
• Implement monitoring systems and promote continuous improvement in contract administration practices.

Key qualifications, experience and skills:

CA01 – Contract Administrator Level 1
Mandatory Qualifications:
• Degree in Civil Engineering or equivalent accepted by Engineers Australia (MIEAust).
• RPEQ registration.
Experience:
• Minimum 3 years in SEC02 or 6 years supporting contract administration.
• 7+ years post-graduate experience in road infrastructure delivery.
• Demonstrated capability in assisting with contract surveillance, reporting, and compliance on projects up to $20M.
• Sound understanding of construction elements including pavement, structures, and urban design.
Desirable:
• Exposure to AS2124 and AS4300 contracts.

CA02 – Contract Administrator Level 2
Mandatory Qualifications:
• Degree in Civil Engineering or equivalent.
• RPEQ registration.
Experience:
• Minimum 2 years in CA01 or as a contract administrator in road projects.
• 5+ years post-RPEQ or 9+ years post-graduate experience.
• Demonstrated experience in contract administration on medium value projects ($20M–$50M).
• Capable of performing administrative, reporting, and cost tracking responsibilities.
• Experience in asphalt, pavement, drainage, structures, and contract reporting.
Desirable:
• Administration of AS2124 and AS4300 contract types (TIC-CO, D&C, CPA, Alliance).

CA03 – Contract Administrator Level 3
Mandatory Qualifications:
• Degree in Civil Engineering or equivalent accepted by Engineers Australia (MIEAust).
• Registered Professional Engineer of Queensland (RPEQ).
Experience:
• Minimum 7 years in TIC-CO/CPA or equivalent contracts.
• 10+ years post-RPEQ or 14+ years post-graduate experience in road infrastructure.
• Proven experience across complex road projects (>$50M).
• Strong capabilities in managing end-to-end contract administration across disciplines (asphalt, ITS, drainage, etc.).
• Demonstrated experience with stakeholder engagement, team leadership, and TMR compliance.
Desirable:
• Experience with AS2124 (TIC-CO, RCC) and AS4300 (D&C, CPA, Alliance).
