ASRC Federal Communications is seeking an Environmental Technician for our ISS2 contract supporting our Air Force customer. This position is located on Earackson Air Station.

This is a rotational position in which the selected employee will work a schedule with 3 months on-site at EAS, and 1 month off unpaid. While working on-site, housing is provided in the form of a dormitory facility. All meals are furnished through the cafeteria.

Transportation to EAS from Anchorage, AK, is provided by government sponsored aircraft.

Job Summary

The Environmental Technician assists in day-to-day on-site environmental regulatory compliance administration. The incumbent works closely with the Environmental Lead and Site Manager, handling daily site environmental compliance responsibilities. The incumbent is responsible for all waste management and related functions. and contributes to the successful performance and regulatory compliance of the entire Shemya Island environmental program to include collection, characterization, consolidation, and packaging for shipment of hazardous and non-hazardous wastes and recyclable materials; management of solid waste to include collection, segregation, and incineration; stormwater sampling and management; air quality management, asbestos sampling; hazardous material management and shop inspections; and spill prevention and response.

Essential Duties & Job Functions:

• Supports and oversees Material Accumulation Point (MAP), Satellite Accumulation Points (SAPs), and waste stream collection centers.
• Ensures hazardous waste is collected, characterized, packaged, and processed per contract requirements.
• Performs inspections of hazardous waste storage areas and accumulation areas
• Collects and segregates recyclable materials
• Operates forklift to transport and stock loaded pallets in warehouse
• Maintains waste logs for collection, transfer, and sampling
• Collects environmental samples to include waste characterization, stormwater, soil, asbestos, and lead.
• Submit purchase requisitions and maintain inventory for waste packaging supplies.
• Supports and oversees smart ash and used oil burners.
• Supports, assists, and oversees third-party environmental regulatory compliancy, IAW company management plans, federal and state laws, and Air Force requirements.
• Conducts general facility inspections and monitors environmental compliance.
• Assists in pollution prevention efforts and produces Monthly Pollution Prevention Metrics reports.
• Acts as a spill response (Emergency Response Team) member
• Conduct facility environmental inspections, to include hazardous materials, and document all identified deficiencies.
• Perform hazardous shipping declarations
• Maintain inventory of safety data sheets for all chemicals on Shemya Island
• Maintain inventory of all insecticides and herbicides used on Shemya Island
• Compile, review, and submit all environmental contract deliverables (CDRL) for submission to the US Government (USG) in accordance with contract requirements.
• Submit Incident Management reports for environmental incident. Participate in root-cause evidence gathering.
• Reviews and assists in updating Environmental Management Plans (air, waste stream management, hazardous material, water quality, environmental training, storm water, environmental compliance assessment, and program management).
• Conducts tests and field investigations to obtain data for use by environmental, engineering, and scientific personnel in determining sources and methods of controlling pollutants in air, water, and soil, utilizing knowledge of agriculture, chemistry, meteorology, engineering principles, and applied technology.
• Collects water samples from streams, wells, and lakes, or raw, semi-processed, or processed water, industrial or sanitary wastewater, or water from other sources to assess pollution problem.
• Collects soil, silt, or mud to determine chemical composition and nature of pollutants
• Prepares samples for testing and shipment; records data; prepares summaries and charts for review.
• Installs, operates, and performs routine maintenance on gases and fluid flow systems, chemical reaction systems, mechanical equipment, and other test instrumentation.
• Operates fixed or mobile monitoring or data collection station as needed
• Performs related work as assigned

Accountable For:

• Hazardous waste collection, storage, and/or disposal techniques.
• Hazardous waste management, manifesting, and shipping.
• Environmental regulatory compliance associated with aviation/multi-modal facilities and operations.
• Handling of hazardous waste/materials and spill response.
• The use of common office machinery, including copiers, fax machines, and computers.
• Working professionally with a variety of people and personalities.
• Meeting deadlines and handle potentially highly-stressful situations.
• Communicating effectively, both orally and in writing.

Minimum Qualifications

• Minimum of 5 years’ experience with environmental compliance programs, preferably with DoD contracts or base operations
• An Associate’s degree in an environmental discipline may be substituted for one (1) years of experience
• A Bachelor’s degree in Occupational Health and Safety, Environmental Engineering, Environmental Science, Industrial Hygiene or other related discipline, may be substituted for two (2) years of experience.
• Current 40-hour RCRA certification in accordance with 40 CFR 260-280
• Current DOT/IATA/IMDG certification in accordance with 40 CFR 700-704, or ability to obtain within ninety (90) days of hire
• Certified Lead Inspector IAW 40 CFR 745, or ability to obtain within six (6) months of hire
• Current 40-Hour HAZWOPER certification
• Current asbestos abatement certification and State of Alaska Fitness card, or the ability to obtain within six (6) months.
• Proficiency in Microsoft Word, Excel, and Outlook at an intermediate level.
• Valid state drivers’ license with an acceptable driving record.
• Ability to obtain and maintain a National Agency Check with Inquiries
• Must pass a background check, drug screening, fingerprints, and a fit-for-duty physical exam; candidates must be medically cleared for long-term residency in a remote location with limited access to healthcare.
