Specific Responsibilities:
This is an Environmental Supervisor II - SES position involving the coordination and monitoring of a comprehensive environmental regulation program, consisting of Child Care, Large Family Child Care Homes, Family Child Care Homes, School Readiness Health and Safety Checklist inspections. Work is performed under the supervision of an Environmental Administrator - SES. This position will provide consultation, training, certification of staff relating to facility design and functions in order to assure compliance with environmental standards. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. This position has access to Health Management System (HMS) for DAR entry and supervisory approval. Access to the Environmental Health Data (EH) Set and the following Information: Epidemiology reportable disease reports, physician reports, laboratory test results, epidemiology health Investigations and records containing patient identifiers for environmental health foodborne Illness investigations. Enters and updates information in Environmental Health (EH) database including inspections, permits, customer information and billing information. May view, update and release information as needed.
Manage programs in Child Care, Large Family Child Care Homes, Schools, and other related programs. Plan and review assignments write letters and evaluate work of subordinates. Review plans and applications for approval and permitting of proposed projects. Evaluate work and total work program effectiveness. Train and motivate employees to improve the quality and quantity of work performed. Coordinate the initiation and preparation of pending legal action.
Supervise and coordinate the enforcement of all applicable environmental laws and regulations and recommend corrective action. This includes directing field Investigations and surveys. Make necessary evaluations to determine the appropriate rules and regulations are being enforced. Review and maintain various records and report relative to environmental surveys. Determine primarily through observation, if general department policies are being adhered to. Introduce through training and instruction, employees to new technical methods, procedures and rules in which competency is required. Introduce changing materials to and techniques to help improve skills. Assures complaint investigations are performed in accordance with FDOH and CHD policy and procedure. Assist Environmental Administrator in coordinating and reviewing activities of field staff. Represents the Environmental Administrator in their absence.
Conducts plan review and approval of regulated facilities and ensures inspections and investigations are in compliance with federal, state and local standards in regulated establishments. Make site inspections to determine impact of proposed projects.
Monitors and evaluates ongoing field programs to determine whether environmental compliance standards are being maintained such quality control and recommending and preparing corrective action as needed. Represent the Division Director by coordinating activities of mutual concern with County and city officials, public and private organizations and the general public regarding the Interpretation and requirements of environmental rules and regulations. Maintain liaison with all federal, state, and local agencies involved in Childcare, institution programs and other regulated programs. Serves as a technical advisory to management, performs, highly technical evaluations and participates on technical committees. Serves as expert technical witness in legal and administrative actions.
Maintain communication with subordinates and fellow staff through individual contact and attendance at staff meetings. Monitors staff training to ensure compliance with Department and Stare certification standards.
Participate in standard activities; Outreach, Suggestions, and/or Teamwork.
