The Environmental Services Manager is responsible for managing key environmental programs related to Utility services, specifically the backflow Program, Fats, Oils and Grease (FOG) program and Storm Water Management Program. Directly responsible for protecting the potable water system, wastewater collection system, treatment plants and the waterways through program implementation and compliance with local ordinance in addition to State and Federal laws.

Essential Duties and Responsibilities
• Oversees all requirements for each program, including issuance of compliance schedules and enforcement as needed
• Manages a team that inspects backflow, FOG and storm water sites and maintain data base for each program in accordance to State and Federal laws
• Responds to inquiries and complaints related to all programs
• Participates in the development and implementation of programs goals, objectives, and policies
• Participates in providing input and development of necessary capital improvement programs related to water distribution and wastewater collection activities
• Participates in making decisions regarding implementation of policies.
• Manages and participates in the annual budget process for each program
• Reviews plans/drawings and provides input to the Director of Utility Services for the construction and installation of backflow prevention devices, grease collections systems and erosion control
• Manages, plans, and develops education material for each program to the utility customers using a regular schedule
• Delivers monthly reports to the Director of Utility Services, or more frequently if needed; and semi-annual update for each program to the Director of Utility Services and other key members of leadership
• Serves as the liaison for the Utility department to other divisions, departments, and outside agencies, interfacing with other agencies with which the City jointly operates
• Represents the City at staff functions, meetings, and work groups; assists with negotiating and resolving sensitive and controversial issues as needed
• Attends and participates in professional group meetings, staying abreast of new trends and innovations in the field related to each program
• Alerts the Director of Utility Services when regulatory changes may impact the department’s operations and budget.
• Interfaces with regulatory agencies; prepares and presents staff reports and other necessary correspondence
• Follows City policies, procedures, and safety guidelines
• Performs other duties as assigned

Minimum Qualifications
• Combination of education and experience equivalent to a Bachelor’s degree in environmental science or related
• Three (3) years of experience in environmental regulation, municipal management or related field
• Two (2) years of supervisory experience
• Experience in reading maps, blueprints and engineering plans
• Experience working with computers and location devices

Certifications and Licenses
• TCEQ Customer Service Inspection (CSI) license
• Backflow Prevention Assembly Testing (BPAT) license or ability to obtain within two (2) years of hire
• Grease Trap and Interceptor Training course(s)
• Stormwater Pollution Prevention Training
