GENERAL PURPOSE
The Environmental Services Coordinator position is responsible, under direction, for administering grant programs and securing funding for the expansion of solid waste, recycling, and environmental risk reduction opportunities. The individual in this role is also responsible for the implementation of programs ensuring compliance with all applicable laws, regulations, and policies as per Environmental Protection Agency (EPA) and Department of Environmental Protection (DEP).

SUPERVISION RECEIVED
This position reports directly to the Director of Public Works.

SUPERVISION EXERCISED
This position is not responsible for the supervision of other employees.

ESSENTIAL DUTIES OF THE POSITION
Monitors compliance and provides oversight to the County Solid Waste Plan.

Serves as the County Recycling Coordinator and is responsible for organizing and executing household hazardous waste and other recycling events.

Provides technical assistance to municipalities to enhance the availability and scope of residential recycling programs, including the appropriate disposal of various materials.

Organizes, convenes, and maintains communication with the Solid Waste Advisory Committee.

Maintains rapport with stakeholders through meetings with municipal officials, haulers, and landfill operators which includes attendance at meetings during business and evening hours.

Identifies unmet recycling needs and assists in coordinating the leveraging resources to meet those needs.

Develops and presents educational programs and materials on waste reduction, recycling, household hazardous waste programs, and environmental stewardship for schools, community, business, and government organizations.

Identifies and assists in the application of new funding to support pollution reduction and smart growth.

Prepares required reports for funding entities, including the DEP Daily Activity Log and Act 101 Annual Report.

Prepares and provides analyses and reports to assist in formulating funding recommendations.

Maintains financial records and documents in compliance with required certifications. Prepares contracts and agreements with sub-recipients as necessary. Monitors progress of all subgrants through on-site desk audit reviews.

Conducts environmental assessments and maintains an environmental review record on approved projects.

Assists with reviews and updates to solid waste and recycling program guidelines.

Compiles information on related efforts in the County and research/policy issues relevant to the environmental issues for dissemination to the public.

Responds to inquiries from the EPA, DEP, and other environmental agencies and the general public on program requirements.

REQUIRED MINIMUM QUALIFICATIONS

EDUCATION & EXPERIENCE – Possession of a Bachelor’s degree with coursework in Environmental Studies or a closely related field. NOTE: Qualifying work experience may be substituted for the education requirement on a year-for-year basis; AND

At least two (2) years of full-time professional work experience in the administration of recycling and/or environmental sustainability programs; AND

Employee assigned to this title will be required to possess and maintain a valid and current motor vehicle operator’s license. Must have an acceptable driving record. Personal vehicle required for County business. Employee is eligible for mileage reimbursement.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of principles and practices of public administration, including governmental structure and processes, budgeting, and program management.

Thorough knowledge of state and Federal regulations and laws pertaining to solid waste management and environmental risk reduction.

Basic knowledge of state and Federal accounting procedures governing participation in governmental fiscal programs.

Knowledge of contract management and grant administration.

Ability to prepare statistical and financial reports.

Strong organizational and problem-solving skills as well as effective communication skills, both verbal and written.

Ability to operate a personal computer and secure information from established data processing, spreadsheet, word processing, database, and graphics programs.

Ability to establish and maintain effective working relationships with associates, municipal governments, community groups, and funding agencies.

Ability to work with minimal supervision.

Ability to travel and work extended hours, as needed.

Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.

Telephone, personal computer (including word processing and spreadsheet software), calculator, writing implements, fax machine, copy machine, and paper shredder.

While performing the duties of this job, the employee is frequently required to walk, sit, talk, or hear.

The employee must occasionally lift and/or move up to twenty-five (25) pounds.
