Currently the Division of Water (DOW) seeks a candidate to serve as a Water Quality Certification project
manager. The Environmental Scientist II of the 401 Water Quality Certification (WQC) Section within the Water
Resource Branch is a professional level position that allows the incumbent to work across agency and
organizational lines, with the public and with the regulated community providing technical, scientific
assistance in reviewing projects that are applying for a Federal license or permit to conduct any activity
which may result in any discharge into surface waters.

Holders of the Environmental Scientist II position will complete tasks such as:
  • Evaluate Water Quality Certification Applications to determine compliance with state and federal
    environmental laws and regulations. Issue 401 Water Quality Certifications using the TEMPO360 permitting
    platform.
  • Review compliance and mitigation monitoring reports and conducts site visits to determine if the issued 401
    Water Quality Certifications are in compliance.
  • Assist with review of compensatory mitigation plans and water quality violations.
  • Respond to inquiries and provide technical assistance to the public regarding 401 Water Quality
    Certification.
  • Develop, interpret, and revise program specific policies and implements the programs necessary to carry out
    those policies.

Desired candidates possess the following requisite skills or experience applicable to the position:
  • Excellent verbal and written communication skills. Ability to communicate concisely and effectively with a
    variety of audiences.
  • Excellent time management skills. Ability to manage multiple complex projects simultaneously, prioritize
    tasks appropriately, and meet strict regulatory deadlines.
  • Experience conducting stream quality assessments, biological assessments, and wetland delineations.
  • Experience reviewing environmental permit applications and assessing construction projects for compliance
    with issued permits. Experience reading topographic maps and construction plan sets. Experience using
    geographic information systems (GIS).
  • Knowledge of the Clean Water Act, water quality standards, Section 404 dredge and fill permits, compensatory
    mitigation, stream restoration, and wetland restoration.

Additional position information: Work is typically performed in an office setting. Incumbents in this class
may perform work in the field with frequent travel on a statewide basis. An incumbent in the position may be
subject to adverse weather conditions, exposure to snake and insect bites, water-borne pathogens, broken
glass, and rusty metal in streams.

Minimum Requirements
EDUCATION:
Graduate of a college or university with a bachelor's degree in a natural, biological or physical science OR Graduate of a college or university with a bachelor's degree including or supplemented by 20 semester hours in a natural, biological or physical science.

EXPERIENCE, TRAINING, OR SKILLS:
One year of experience in natural resources, environmental control, or a related area.

Substitute EDUCATION for EXPERIENCE:
Graduate study in a natural, biological, or physical science will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION:
Experience in natural resources, environmental control, engineering, or a related area will substitute for the required education on a year-for-year basis.

Working Conditions

Work is typically performed in an office setting. Incumbents in this class may perform work in the field with frequent travel on a statewide basis. An incumbent in the position may be subject to adverse weather conditions, exposure to snakes and insects, water-borne pathogens, broken glass, rusty metal in streams, and hazards common to operation of electro-fishing equipment, which require the following of safety procedures.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
