EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT WEST JEFFERSON VACANCY IN THE DEPARTMENT OF ENVIRONMENTAL AFFAIRS AND FUTURE VACANCIES AS THEY OCCUR.
This is a highly responsible supervisory position that, under general supervision, oversees the debris management and landfilling operations programs, manages environmental pollution control laws/regulations for waste disposal, develops/updates programs and policies, and coordinates and provides technical support to interdepartmental personnel, contractors and industry representatives in the field of solid waste management and disposal. This position manages the Waste Disposal & Landfill Division of the Environmental Affairs department and provides oversight to division staff, engineering consultants, and their employees, and counsels and directs staff regarding proper parish policies and procedures. Responsible for planning, management, coordination and implementation of Post-Disaster Debris contracts and operations. Ensures the parish’s Solid Waste, Air Quality and Surface Water Permits for the Jefferson Parish Sanitary Landfill comply with local, state and federal regulations. Conducts specialized environmental inspection and documentation of Post-Disaster Disaster Debris contractor activities including debris collection; monitoring/management; processing and disposal. Collects field data, surveys, and other data as needed; interprets analytical data; conveys finding of results to Parish Council, Parish departments, other departmental programs, businesses, and citizens. Documentation and maintenance of filing system of all analytical data, inspection reports, monitoring reports, compliance reports, field investigations, permit applications, permits and other relevant data. Employee may work both East and West bank locations as duties require or as directed. This position is an essential, emergency duty status worker and may not be relieved of duty when the Parish President or their designee recommends a voluntary or mandatory evacuation of Jefferson Parish. Position requires driving of a Parish vehicle, thus possession of a valid driver’s license and acceptable driving record will be given preference.
NOTE: Selective certification of eligibles with possession of a Class IV license from Louisiana Department of Health and Hospitals will be used in filling some vacancies.
Meets one of the following:
Possession of a Master’s degree from an accredited college or university in Biology, Chemistry, Physics, Environmental Science, Environmental Engineering, Geology, Geography, Construction Management, or a closely related field; PLUS, one (1) year of paid professional environmental regulatory work experience involving the enforcement of environmental regulations or the implementation of environmental programs.
Possession of a Bachelor’s degree from an accredited college or university in Biology, Chemistry, Physics, Environmental Science, Environmental Engineering, Geology, Geography, Construction Management, or a closely related field; PLUS, three (3) years of paid professional environmental regulatory work experience involving the enforcement of environmental regulations or the implementation of environmental programs.
SUBSTITUTION Active registration as an Engineer Intern (EI) from the Louisiana Professional Engineering and Land Surveying Board (LAPELS) may substitute for one (1) year of the required work experience.
PREFFERED Active registration as a Professional Engineer (PE) from the Louisiana Professional Engineering and Land Surveying Board (LAPELS), active Certification as a Manager of Landfill Operations (MOLO) from the Solid Waste Association of North America (SWANA), or possession of a Class III license or higher in Wastewater Collection issued by the Louisiana Department of Health.
Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate.
