Examples of duties

DUTIES (NOT ALL INCLUSIVE)

• Works on major Coastal Zone applications, checking for compliance with local and federal laws.
• Works on research projects such as assessing the coastal resources of a particular bay or area.
• Performs field work to investigate the habitat.
• Provides assistance to the unit managers relative to the monitoring of contracts.
• Investigates any environmental violations, makes reports on the matter and recommends certain disciplinary actions or penalties.
• Inspects construction work in progress to ensure compliance with landscape specifications, ensure proper quality of materials and work, and advises client and construction personnel on landscape features.
• Reads site plans (design of the proposed building) as well as plans to determine whether the proposed structure is in compliance with environmental laws.
• Compiles and analyzes data on such site conditions as geographic location, soil vegetation and rock features, drainage and location of structures for preparation of environmental impact report and development of landscaping plans.
• Serves as a lead worker to lower level environmental personnel in terms of providing leadership and guidance.
• Writes technical and administrative reports relative to information regarding environmental matters.
• Testifies as required in administrative or court hearings concerning environmental issues.
• Performs other related duties as required.

Qualifications

Ph.D. in Engineering, Architecture of related field;

Master's Degree in Engineering, Architecture or related field, and two (2) years' experience;

Bachelor's Degree in Engineering, Architecture or related field and five (5) years' experience;

Associate's degree in Engineering, Architecture, or related field and ten (10) years' experience;

FACTOR 1 - KNOWLEDGE REQUIRED BY THE POSITION

• Knowledge of the principles of natural science as it relates to environmental control.
• Knowledge of current techniques and principles of environmental control.
• Knowledge of technical terminology used in environmental control.
• Knowledge of basic procedures used in sampling and related data collection.
• Knowledge of methods, procedures and purposes of investigations and analysis.
• Knowledge of surveying methods and techniques.
• Knowledge of Federal and Local environmental laws and regulations.
• Ability to communicate effectively, both orally and in writing.
• Ability to maintain records and prepare scientific and technical reports as required.
• Ability to establish and maintain effective working relationships with public officials, private business representatives, and the general public.

FACTOR 2 - SUPERVISORY CONTROLS
Employee works under the general supervision of the chief or other higher level officer who assigns duties. Employee is expected to function independently in executing his/her duties. Work is reviewed through meetings, conferences etc. (to ensure compliance with applicable laws, rules and regulations).

FACTOR 3 - GUIDELINES
Guidelines include Federal and Local EPA laws, rules and regulations, as well as departmental policies and procedures.

FACTOR 4 - COMPLEXITY
Duties are complex in nature relative to the techniques and methodologies employed in working with environmental issues. Independent judgment is required in performing various assignments.

FACTOR 5 – SCOPE AND EFFECT
The purpose of the position is to plan and coordinate pollution monitoring activities within the U.S. Virgin Islands, which is geared to preserve the quality of life by correcting and improving various areas of environmental concern such as air, soil, land and water pollution.

FACTOR 6 - PERSONAL CONTACTS
Contacts are primarily with administrative officials, co-workers, architects, engineers, construction personnel and the general public.

FACTOR 7 - PURPOSE OF CONTACTS
To provide or dispense information relative to environmental control.

FACTOR 8 - PHYSICAL DEMANDS
Work requires walking, standing, bending, stooping. May have to swim or scuba dive when necessary.

FACTOR 9 - WORK ENVIRONMENT
Work is performed mostly outdoors, where employees are exposed to the heat, sun, noise or other unpleasant conditions such as hazardous wastes and other toxic chemicals.
