Job Description

To ensure environmental compliance, monitoring, and implementation of environmental management measures for the dam and

hydropower project, aligned with national regulations, project environmental and social management plans (ESMP), and

international best practices. The role supports the project team in maintaining environmental integrity, preventing environmental

impacts, and promoting sustainability throughout construction and operation phases.

Responsibilities:

  • Assist in implementing the Environmental and Social Management Plan (ESMP).
  • Ensure all site activities comply with environmental standards and regulatory requirements.
  • Support development of environmental protection measures and mitigation plans.
  • Coordinate with contractors on environmental compliance obligations.
  • Participate in environmental risk assessments for project activities
  • Conduct regular environmental inspections at dam, tunnelling, access road, powerhouse, and construction areas.
  • Monitor compliance with waste management, erosion control, water quality, and biodiversity protection measures.
  • Document observations and issue corrective action notices to contractors.
  • Verify contractor compliance with environmental permits and licenses.
  • Maintain environmental logbooks, checklists, and inspection records
  • Conduct environmental awareness and induction training for workers.
  • Provide toolbox talks on specific environmental topics (waste, water quality, hazardous materials).
  • Support capacity-building initiatives for contractor environmental teams.
  • Review environmental competencies of contractor staff.
  • Participate in emergency response drills related to environmental incidents.
  • Coordinate closely with the Owner’s Engineer, contractors, and HSE teams.
  • Participate in daily and weekly project coordination meetings.
  • Advise the project team on environmental risks, controls, and best practices.
  • Support implementation of community and stakeholder environmental requirements.
  • Facilitate communication on environmental issues between field teams and management.
  • Prepare daily, weekly, and monthly environmental monitoring reports.
  • Document non-conformances, incidents, and corrective actions.
  • Maintain environmental records as required by ESMP and regulations.
  • Support preparation of regulatory submissions and audit reports.
  • Track environmental KPIs and provide data for management review.

Qualifications:

  • Bachelor’s Degree in Environmental Engineering, Environmental Science, Civil Engineering, or related field
  • DENR-required environmental trainings (e.g., ECC compliance awareness)
  • Training on Environmental Management Systems (ISO 14001)
  • Basic HSE or EMS certification
  • Minimum 5–7 years' experience in environmental inspection or monitoring roles.
  • Experience working on dams, hydropower, tunnelling, or large civil works projects.
  • Strong background in ESMP implementation and environmental compliance monitoring.
  • Experience coordinating with contractors, regulators, and project management teams.
  • Experience preparing environmental reports and documentation.
  • Knowledge of ESMP, EMP, and environmental mitigation measures for hydropower projects
  • Skills in environmental inspection, monitoring, and site audits
  • Strong reporting and documentation skills
  • Ability to interpret environmental regulations and permits
  • Strong communication and coordination skills
  • Ability to identify and assess environmental risks
