JOB SUMMARY

Protects air and water quality and public health through encampment abatement activities. Interacts with various municipalities, state agencies, law enforcement, and other organizations to secure resources to address public or environmental health concerns. Diffuses hostile or aggressive behavior with professionalism, diplomacy, and composure under intense public scrutiny.

Public health deficiencies and environmental degradation are common issues associated with Salt Lake County’s population of unsheltered individuals. Specific deficiencies include uncontained human waste, garbage, solid waste, disease, and degradation of sensitive environmental locations. The Salt Lake County Health Department has regulatory authority and responsibility to abate these issues. The Program Manager – Environmental Hazard Resource position will be the Department’s lead in all functions related to illicit encampment abatements. This includes close interaction with public safety officials, social service agencies, public works agencies, and the unsheltered community. Program management oversight includes notice and order protocol, a program budget, case records, reports, program supplies and equipment, and supervising field activities of employees assigned to the program.

MINIMUM QUALIFICATIONS

Must be licensed as an Environmental Health Scientist in the State of Utah or must be eligible for license reciprocity as determined by the Utah Division of Occupational and Professional Licensing.

Bachelor’s degree from an accredited college or university in Environmental Health or a related area of study as required for Environmental Health Scientist licensure; plus three (3) years of experience in public or environmental health, OR an equivalent combination of related education and experience.

Preference will be given to candidates with prior supervisory experience.

A valid Driver’s License accepted by the State of Utah is required at the time of hire. A valid Driver’s License issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.

Must receive a verified negative test result on a mandatory drug test before starting in this position. Will be subject to random alcohol and drug testing. May be subject to post accident and reasonable suspicion alcohol and drug testing.

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

ESSENTIAL FUNCTIONS

• Works with the municipality and partner agencies to identify the preferred encampment abatement approach and objectives for each municipality to design and implement tailored multi-agency response plans and protocols using professional knowledge of environmental health.
• Supervises staff, including hiring, orienting, training, assigning and reviewing work performance, annual work performance appraisals, and discipline.
• Plans, directs, and delegates assignment of Environmental Health staff, which may involve coordinating resources with other agencies and organizations.
• Ensures safe encampment abatement activities involving exposure to environmental hazards by ensuring safety policies, precautions, and procedures are carefully coordinated.
• Investigates encampment abatement cases with partnering agencies to coordinate the appropriate resources necessary for abatement such as public lodging facilities, shelters, and service organizations.
• Issues notices and orders (e.g., Closed-to-Entry and Closed-to-Occupancy orders) and enforces compliance, which may include legal action, to ensure compliance with state and federal laws.
• Represents the department, division and bureau pertaining to environmental hazard abatement activities on committees, boards, and in meetings; conducts liaison activities with other agencies and groups; and consults with and gives assistance to federal, state, and local officials, community councils, and others.
• Ensures complete records management for federal, state, and municipal agencies related to encampment abatement cases, including program records, information, and evidence to track program time, resources, and expenses for environmental hazard abatement programs.
• Collects and analyzes samples and specimens for field tests.
• Develops and implements public education programs; trains and educates citizens.
• Advises community and government leaders by sharing reports, proposals, and drafting policies, procedures, and/or regulatory changes to environmental health programs to ensure continuity of grants.
• Maintains and operates specialized equipment and ensures the equipment is in good repair, properly calibrated, and stored.

Additional Information

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

Considerable walking over rough terrain, frequent bending and kneeling, and working in difficult-to-access locations.

May be required to carry bulky equipment necessary for performance of various tasks.May involve work around hazardous substances and conditions.

This position typically works Monday through Friday, 8:00 AM to 5:00 PM, with occasional early mornings, weekends and evenings, per organizational need.
