Specific Responsibilities:
This is an Environmental Consultant position in the Water and Wastewater Section responsible for coordinating the enforcement program for the Section, including application of enforcement protocols and procedures of the drinking water, domestic wastewater, onsite site sewage treatment and disposal, water well program, and public pool programs. Work is performed under the supervision of the Environmental Administrator - SES. This position is part of the On-Call roster in order to maintain an optimal number of positions in the rotation This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position performs and/or participates in routine compliance inspections at various facilities, develops and negotiates settlement strategies to return facilities to compliance within program goals and objectives. Investigates complaints in accordance with Florida Department of Health (FDOH) procedures. This position has regulatory responsibilities as defined in DOHP 30-2-11 (Code of Ethics).
This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. This position has access to Health Management System (HMS) for Daily Activity Report (DAR) entry only. Enters and updates information in Environmental Health (EH) database including inspections, permits, customer and billing information. May view, update and release information as needed.
Coordinates enforcement actions for the Water Programs including reviewing Enforcement Referrals prior to any agency action, providing recommendations on appropriate enforcement actions based on case history and program procedures, and review penalty assessment calculations. Coordinate activities with the legal department, generating and obtain signatures for enforcement related documents including but not limited to, Penalty Assessments, Non-compliance Letters, Warning Letters, Notice of Violations, Case Reports, Consent Orders and other documents as needed. Schedule and participate in enforcement meetings, preparing support documentation, participates in local, administrative, judicial hearings and proceedings and serves as an expert witness, as needed. Acts as Section liaison with the legal team on enforcement cases and leads enforcement meetings with regulated facilities.
Coordinates wastewater spill investigations and respond or assist with wastewater spills response. Mentors and trains wastewater inspectors on lift station inspections and spill investigations.
Performs field inspections, complaint investigations, and permit application reviews, as assigned, in multiple programs including but not limited to well construction, domestic wastewater, private lift stations, onsite sewage systems, and limited use systems.
Monitors and tracks all compliance assistance and enforcement actions using the Water Programs’ Enforcement Workbook to ensure timely and appropriate actions, advises supervisor of enforcement case load and progress on timely and appropriate actions, participates in the program teleconferences and meetings, as needed.
Administers new employee and periodic refresher enforcement training to all Water and Wastewater Section compliance staff.
Participate in the standard activities; Outreach, Suggestions, and/or Teamwork.
Performs other duties as assigned.
