Duties and Responsibilities
(**Denotes Essential Functions)
- **Serves as the Environmental Compliance Specialist on a team of University of Hawai-i (UH) staff that supports the U.S. Army Reserve 9th Mission Support Command’s (USAR 9th MSC) compliance with applicable environmental laws in its operations in Hawai-i and the Pacific for preventative and reactive compliance issues.
- **Acts as the subject matter expert in the areas of water quality, air quality, hazardous materials, hazardous waste, solid waste, recycling, toxics, and safe drinking water programs.
- **Supports the implementation of the following plans: Integrated Solid Waste Management Plans, Integrated Hazardous Materials and Waste Management Plans, Integrated Stormwater Management Plan, Spill Prevention, and Control and Countermeasure Plans.
- **Coordinates compliance efforts, including permitting and reporting for facilities and structures related to Clean Water Act, Clean Air Act, Toxics, hazardous waste, hazardous materials, and solid waste with representatives of USAR 9th MSC facilities and appropriate personnel.
- **Conducts, prepares and reviews technical and analytical reports, inspections, and work orders related to water quality, air quality, hazardous waste, hazardous materials, toxics, and solid waste with administrative support.
- **Monitors to ensure compliance of inventories of all USAR 9th MSC facility structures/equipment subject to CWA and CAA restrictions and all waste (hazardous and solid) and materials inventories (including AULs).
- **Conducts Environmental Compliance Officer (ECO) Training as the SME for air, water, hazardous waste and material, toxics and solid waste with administrative support.
- ** Ensures timely reporting on all internal and external systems for which they are the SME on with administrative support.
- ***Responsible for annual review and updating of the following plans: Integrated Solid Waste Management Plans, Integrated Hazardous Materials and Waste Management Plans, Integrated Stormwater Management Plan, Spill Prevention, and Control and Countermeasure Plans.
- **Completes, with administrative support, internal Environmental Performance Assessment System EPAS (iEPAS) annually on water quality, air quality, hazardous materials, hazardous waste, solid waste, toxics, and safe drinking water programs and External EPAS (eEPAS) as requested by the Program Manager related to SME areas.
- **Works with appropriate DPW sections to ensure compliance actions are implemented
- ** Understands stakeholder relationships. As needed, engage with stakeholders to ensure requirements are met at the respective locations.
- **Collaborates on initiatives to build capacity for environmental compliance on military installations in Hawai-i and the Pacific through internships, graduate assistantships, and similar programs placing students and early professionals in USAR 9th MSC training positions benefiting both the students and the USAR 9th MSC environmental compliance programs. Coordinates such opportunities with similar programs within UH for environmental compliance on military installations.
- **Shares best practices for environmental compliance on military installations through with the UH Land and Ocean Conservation Futures Environmental Stewardship Center, in coordination with USAR 9th MSC.
- **Reports to the Environmental Compliance Program Manager assigned to the USAR 9th MSC at the University of Hawai-i for the UH Land and Ocean Conservation Futures Environmental Stewardship Center.
- **Participates in coordination status meetings between UH and USAR 9th MSC at least monthly.
- Other duties as assigned.
Minimum Qualifications
Education and Professional Experience
- Possession of a baccalaureate degree in field of Environmental Science field with course work in both data science (eg. statistics) as well as chemistry or related field and three (3) years of progressively responsible professional experience with environmental regulatory compliance; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Experience with military programs including having served and/or been a civilian employee of the military.
- Demonstrated Experience obtaining State or Federal permits for water and air quality, hazardous materials, toxics, and waste disposal
- Demonstrated ability to prepare narrative summary reports, and expense reports in accordance with regulation and policy.
- Demonstrated ability to develop, define, and apply new and improved techniques, strategies, and original methods to the solution of important problems or increased efficiency, effectiveness or productivity in environmental compliance efforts.
Knowledge, Skills and Abilities
- Considerable working knowledge of principles, practices and techniques in the area of environmental regulatory compliance as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
- Considerable working knowledge and understanding of applicable federal, state and territorial laws, rules, regulations and theories and systems associated with environmental regulatory compliance for water, air, and waste streams.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate and secure furnished equipment, such as a computer, and apply word/visual processing software, and other databases as required by the task.
Supplemental Minimum Qualifications
- Must be able to pass a Department of Defense (DoD) security check and meet eligibility requirements for access to unclassified information, and comply with all RCUH, UH, and business entity policies.
- Strong analytical and problem-solving skills, with a proven record of interpreting performance data to drive improvements and strategic decision-making.
- Excellent verbal and written communication skills and a steadfast commitment to high ethical and professional standards.
- Ability to walk and stand for up to 6 hours straight to complete work in strenuous outdoor conditions (e.g., extreme weather, remote/foreign locations).
- Requires a valid U.S. driver’s license and be able to drive to the office at USAR 9th MSC HQ as well as in the travel locations with a rented car listed under travel.
- Must be able to report to USAR 9th MSC Headquarters (HQ), building 1555 Suehiro Road Fort Shafter Flats, HI 96819 as the main place of work. Remote work, flexible work arrangements, regular/recurring and situational telework is not authorized unless approved by the USAR 9th MSC IGSA Manager and the University of Hawaii designated supervisor.
- Ability to travel for multiple days independently, requiring a valid US Passport, to the following locations:
- Anchorage, Alaska; Fairbanks, Alaska; Tafuna, American Samoa; Barrigada, Guam; Hilo, Hawaii; Maui, Hawaii; Zama, Japan; Garapan, Saipan; Pyongtaek, South Korea; Washington (State); and additional travel to locations not listed as required based on mission needs.
Desirable Qualifications
- Possession of a Master’s degree in Natural Resources, Environmental Management, Data Science, Environmental Planning or a related field.
- Demonstrated success in publishing scientific research in peer-reviewed journals
- Demonstrated ability to understand military structure, guidelines, and how to operate in a mission focused climate.
- Demonstrated ability to develop policy and procedures related to environmental compliance assignments.
