1. FOR THE CONSULTANCY CONTRACT OF: Environmental Compliance Specialist

2. Duty Station of the Consultancy: Chuuk, FSM

3. Duration of Consultancy: 11 Months

4. Nature of the consultancy: The consultancy is a results-based, Type 8 consultancy providing specialized environmental compliance and safeguard support for housing, public building, and public infrastructure reconstruction activities in Chuuk. The consultant will provide technical oversight to ensure compliance with IOM environmental policies, donor environmental requirements, and applicable national regulations by conducting environmental screening, developing and monitoring environmental management instruments, undertaking site inspections, supporting environmental reporting, and providing technical guidance to project teams, contractors, and relevant stakeholders throughout the project implementation period.

5. Project Context and Scope:

The IOM Coordination Office for the North Pacific oversees regional operations and strategic initiatives across the North Pacific Islands, focusing on disaster resilience, infrastructure development, and humanitarian assistance. IOM is set to receive funding for a multi-year disaster readiness project named Compact of Free Association READY (COFA READY), covering the Federates States of Micronesia, Republic of Palau and Republic of Marshall Islands. The project covers two components: Component 1: Typhoon Sinlaku Reconstruction and Component 2: Disaster Readiness in ROP, FSM and RMI.

IOM is therefore seeking to recruit an Environmental Compliance Specialist to oversee project activities in Chuuk and ensure compliance to environmental policies, donor requirements, national regulations, and environmental management plans throughout the project cycle. The Consultant will be responsible for conducting environmental risk assessments, monitoring compliance, reporting, implementation of environmental mitigation measures to ensure that project activities are carried out in accordance with organizational, donor, and regulatory standards throughout the project cycle.

Emergency Response and Disaster Readiness - this Consultancy will be funded through the COFA Ready project under Component 1: Reconstruction

7. Review relevant background material including the Initial Environmental Examination (IEE), supporting technical documents e.g., land-use, habitat and species data and the Reconstruction Work Plan.

8. Produce an Environmental Screening Report (ESR) including:

• A review, and potential accommodation, of regional environmental guidelines.
• Establishing environmental baseline information for all project sites by producing/ providing guidelines for the IOM designated Engineer to undertake surveys on locations with proposed projects using standard USG Environmental Survey Templates.

• Develop, implement, and monitor Environmental Management Plans (EMPs) and other environmental safeguard instruments in accordance with organizational, donor, and national regulatory requirements.

3. Carry out regular field inspections and compliance monitoring to ensure adherence to environmental mitigation measures, environmental health and safety standards, and approved environmental management plans.

4. Provide technical guidance to project teams, contractors, and community groups on environmental compliance requirements and good environmental practices.

5. Closely work with engineering team based in Chuuk to collect data related to structural condition, environmental risks, land suitability, and environmental compliance reviews including recent Typhoon Sinlaku public infrastructure assessment forms included visual inspections of dwellings, public buildings, public infrastructure.

6. Prepare environmental monitoring and compliance reports, document findings, recommend corrective actions, and support reporting to donors and relevant authorities.

7. Conduct new House Site Impact Assessment /Site Transfer – Relocation as required.

8. Coordinate with government agencies, environmental authorities, contractors, and stakeholders to ensure compliance with applicable environmental standards, permits, and regulations.

9. Submit an Environmental Mitigating and Monitoring Plan (EMMP) for all activities.

Deliverable 1: Inception Report

Review relevant project documentation including IEE, reconstruction plans, environmental data, engineering assessments, donor environmental requirements, and applicable national regulations. Submit a workplan outlining methodology, monitoring schedule, reporting framework, and coordination arrangements.

Within 30 days of contract commencement

Deliverable 2: Environmental Screening Report (ESR)

Conduct environmental screening of all proposed reconstruction activities and project sites, establish environmental baseline information, develop environmental survey guidance and tools for engineering teams, and identify environmental risks and mitigation measures.

Within 60 days of contract commencement

Deliverable 3: Environmental Management and Monitoring Plan (EMMP)

Prepare and submit a consolidated EMMP outlining environmental mitigation measures, monitoring indicators, reporting requirements, compliance procedures, and corrective action mechanisms for all planned activities.

Within 75 days of contract commencement

Deliverable 4: Quarterly Environmental Monitoring Reports

Conduct field inspections, monitor compliance with approved mitigation measures, document findings, identify non-compliance issues, recommend corrective actions, and report on implementation progress.

End of Months 3, 6, 9 and 12

Deliverable 5: Technical Advisory Support

Provide ongoing technical guidance to project staff, contractors, community groups, and engineering teams on environmental compliance requirements, environmental safeguards, occupational health and safety, site management, waste management, and environmental good practices.

Deliverable 6: Site Assessments and Relocation Reviews

Undertake environmental site assessments and house site transfer/relocation assessments when required, including evaluation of land suitability, erosion, flooding, environmental risks, and environmental permitting requirements.

As required throughout project implementation

Deliverable 7: Environmental Compliance Inspections

Support routine site inspections for dwellings, public infrastructure, and public buildings under reconstruction, including review of environmental mitigation measures, health and safety compliance, and contractor performance.

Deliverable 8: Stakeholder Coordination and Regulatory Compliance

Coordinate with relevant government agencies, environmental authorities, contractors, engineers, and community stakeholders on environmental compliance matters, permits, approvals, and environmental reporting requirements.

Continuous throughout contract period

Deliverable 9: Final Environmental Compliance Report

Submit a comprehensive final report summarizing environmental monitoring activities, mitigation measures implemented, compliance status, lessons learned, outstanding risks, corrective actions taken, and recommendations for future reconstruction activities.

8. Education, Experience and/or skills required

• Master’s degree in Environmental Sciences management and Project/Programme Design, Management & Evaluation

• University degree, in same field, with five years of relevant professional experience.

• Design and establishment of common property natural resource management systems

• Experience in environment to outer islands, Pacific and/or Micronesia.

9. Travel required

Travel is required project sites including Chuuk lagoon, and outer islands
