Role description:

Arcadis is seeking a highly skilled and motivated Project Manager Software Administration to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). In this role, you will be responsible for reviewing the construction work plans and regular reporting on compliance and environmental permitting requirements.

We are working as the Delivery Partner along with team members and selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.

The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role accountabilities:

  • Provide oversight of construction as it relates to environmental compliance
  • Support contract administration of environmental/remediation programs including tracking: schedule, size of excavation, tonnages of soils moving on and off site.
  • Prepare daily activity reports
  • Ability to interpret scientific data and specifications
  • Conduct environmental screenings, site assessments, and impact analyses for civil works, infrastructure, facility, and construction projects.
  • Track projects through the NEPA and environmental permitting lifecycles.
  • Coordinate with federal, state, and local agencies; installation personnel; project managers; utilities; contractors; and other stakeholders.
  • Provide technical guidance on environmental regulations, permit requirements, and compliance strategies.
  • Support environmental compliance programs, stormwater management, waste management, and construction environmental controls.
  • Review project-specific Environmental Protection Plans and verify compliance during pre-construction, construction, and post-construction activities.
  • Support site approval packages and coordinate required documentation with installation personnel.
  • Maintain environmental compliance actions, milestones, regulatory reporting requirements, and performance metrics.
  • Work collaboratively with multidisciplinary teams and support multiple concurrent task orders.

Qualifications & Experience:

Required Qualifications

  • Bachelor’s degree in environmental science, geology or a closely related discipline
  • 3-5 years of prior experience performing construction site inspections
  • Strong technical writing, analytical, and communication skills
  • Ability to travel throughout the NY/NJ Metro Area
  • Valid driver’s license Proven ability to prepare reports and documentation.

Preferred Qualifications

  • Prior experience providing environmental inspections in and for NY, NJ and/or NYC agencies
  • OSHA 40-hour HAZWOPER training (and current refreshers)
  • Experience with lead and asbestos abatement
  • Enthusiastic & engaging interest in developing & maintaining team culture.
  • Must have the ability to work independently and as part of a team.

We offer nine paid holidays and 15 days PTO that accrue per year. The salary range for this position is $85,000 - $140,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
