Background

Under the 2023–2028 bilateral program in Mozambique, Enabel works to support a low‑carbon, just and inclusive development pathway, strengthening public services—water, waste, energy—and contributing to climate resilience. The MG‑PPF (Project Preparation Facility for Mini‑Grids and Productive Use of Energy) supports the preparation of a GCF‑compliant pipeline of green mini‑grid projects in Manica and Zambézia, implemented under a Country Platform approach with FUNAE, SNV, the EU and other partners.


This position will ensure the effective implementation of Environmental and Social Safeguards (ESS) throughout all phases of the project preparation cycle, aligning with GCF and national standards

As Environmental & Social Safeguards Officer (ESS Officer), you will report to the Project Manager and work in close collaboration with FUNAE’s ESS Officer, SNV safeguard staff and Enabel.
Your role contributes to ensuring that all environmental and social safeguard requirements under the MG PPF are complied with, integrated into project preparation processes, and documented according to donor compliant standards.

Major Responsibilities

  • Effective Implementation of ESS Activities
    • Plan, execute and monitor ESS-related components of the MG‑PPF intervention, including field missions, screening, community consultations and DUAT‑related activities, in coordination with FUNAE’s ESS officer
    • Ensure that environmental and social data collected is accurate, complete, aligned with the ESMF and harmonized with GCF ESS requirements, feeding into M&E and digital systems.
  • High Quality Technical Safeguards Inputs
    • Prepare and/or review all required ESS documentation (screening reports, preliminary ESMPs, consultation reports, DUAT compliance inputs).
    • Ensure technical inputs strengthen prefeasibility studies and Tender Package development for each mini‑grid cluster.
  • Quality Assurance & Knowledge Management
    • Review all ESS deliverables for compliance, accuracy and completeness.
    • Document lessons learned, innovations, tools and data, and contribute to knowledge‑building systems across the intervention.
    • Provide targeted coaching to SNV, FUNAE, SPI and community‑level actors on safeguards tools, risk management and compliance with GCF requirements.
    • Strengthen stakeholder engagement processes aligned with international standards.
    • Ensure harmonized safeguards approaches across partners within the Country Platform.
    • Support coordinated preparation of minigrid sites and Tender Packages, contributing to STEP 2 of project preparation.

Your profile

Required qualifications

Master’s degree in environmental management, social sciences, development studies, engineering or related field

Required experience

  • Minimum 2 years of relevant experience in environmental and social safeguards, preferably in infrastructure, renewable energy or donor-funded projects.
  • Experience applying ESS frameworks (GCF, IFC Performance Standards, national safeguards).
  • Experience with stakeholder engagement, community consultations and environmental/social risk assessment

Specific competences

  • Strong understanding of ESS tools and methodologies.
  • Good knowledge of change management and knowledge management practices.
  • Tech‑savvy, able to work with digital data systems.
  • Strong analytical, communication and coordination skills.

Skills Considered an Asset

  • Knowledge of local languages.
  • Experience with GCF, EU or multilateral development bank safeguards.
  • Familiarity with mini-grid development, energy sector or land access/DUAT processes.

Languages:

  • Portuguese and English required.
