From conducting organizational analyses and developing innovative procedures to identifying efficiencies and supporting strategic initiatives, you'll play a pivotal role as a part of the Division Services team in helping programs deliver results more effectively. Additionally, this role performs complex professional administrative and policy analysis work involving streamlining operations, communicating with internal and external stakeholders, and problem-solving challenges by creating lasting solutions. Work is performed independently with moderate latitude for initiative and independent judgment with issues referred to the supervisor.

Essential Duties:

  • Analyzes and evaluates business functions and activities; develops and monitors performance data.
  • Assesses current organizational, procedural or operational systems for effectiveness, efficiency, and conformance to
    established guidelines.
  • Develops recommendations for improvement and/or corrective action to standardize or improve current processes or systems.
  • Consults with internal and external customers to identify user needs.
  • Reviews and edits materials and recommends revisions in scope, format, and content.
  • Identifies data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing the content, structure, and
    relationships within data.
  • Investigates and researches new or improved business and management practices for application to agency programs or
    operations.
  • Assists with the monitoring and reporting on the progress and schedule of environmental programs/projects and
    communicates with stakeholders, management, and other relevant parties to ensure appropriate management of the program for the
    department.
  • Generates routine and ad hoc reports and updates files.
  • Performs other duties as assigned

Minimum Qualifications:

Education:

Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

3 years of experience in data management, business analysis. methods analysis, strategic planning, project management or related work. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Competencies:

Extensive knowledge

  • Office management principles, practices, and procedures, including digital accessibility, records retention, information governance, document management, and SharePoint collaboration.

Considerable knowledge

  • Program and project evaluation methodologies, performance measurement practices, technical requirements analysis, business process modeling and mapping, workflow optimization, and methodology development.

Expert knowledge

  • Skill in public relations, stakeholder engagement, and building, establishing, and maintaining effective working relationships and strategic partnerships with internal and external customers, partners, and stakeholders.
  • Microsoft Office Suite applications, including Word, Excel, Outlook, and PowerPoint, with the ability to leverage technology to improve business processes, collaboration, and organizational effectiveness.

Proficient skill

  • Communicating strategic vision, organizational direction, and complex concepts clearly and effectively, conveying how processes, systems, and organizations should function under optimal conditions.
  • Verbal communication and presentation delivery, presenting ideas and information in a clear, concise, organized, and engaging manner that maximizes audience understanding and maintains focus.
  • Analyzing issues, facts, data, and available information; identifying inconsistencies; conducting research; drawing accurate conclusions; and developing logical solutions and recommendations that support business decisions.
  • Organizing, prioritizing, and managing multiple work demands and competing priorities in a fast-paced environment while maintaining quality and attention to detail.
  • Demonstrated ability to initiate, support, and champion quality management initiatives and performance measurement activities that drive continuous improvement and deliver high-quality products and services that meet customer needs and organizational requirements.
  • Demonstrated ability to apply critical thinking, logic, and sound reasoning to define problems, establish facts, evaluate alternatives, draw valid conclusions, and make decisions that support organizational objectives, business priorities, and strategic goals.

Physical Requirements and Working Conditions:

  • Sedentary work: lift up to 10 lbs at a time and occasionally carry files/small tools
  • Sitting - prolonged periods of time
  • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
  • Close visual acuity-work includes data/figures; view a computer screen; extensive reading
  • Repetitive motion-substantial movements of the wrists, hands, and/or fingers
