Kadiak, LLC, a Koniag Government Services company, is seeking an Enterprise Test & Validation Oversight Manager to support our government customer in Rockville, MD. This is a remote position. However, collaboration with our government staff at Health and Human Services (HHS) Indian Health Service (IHS) may require infrequent site visits to the IHS office in Rockville, MD.

Kadiak LLC provides program management services in support of the broad IHS Health IT Modernization Program. Kadiak LLC is assisting the implementation of a new nationwide electronic health records (EHR) system to support the IHS health service delivery system through the IHS network of hospitals and clinics located in 37 states across the country, largely in extremely rural areas.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
• As an Enterprise Test & Validation Oversight Manager with a focus on infrastructure and biomedical device connectivity, you’ll play a critical role in ensuring the reliability, interoperability, and security of the organization's systems.
• This position involves developing and executing test strategies for infrastructure components, connectivity protocols, and the integration of biomedical devices.
• Your expertise will contribute to the development of high-quality, compliant systems that meet the rigorous standards of the biomedical industry.
General requirements:
• The Enterprise Test & Validation Oversight Manager will participate in the testing of the technical and infrastructure components of the EHR system.
• This position coordinates with, but is not responsible for, testing EHR user-facing applications and EHR business functionality.
Test Planning and Strategy:
• Implement comprehensive test plans and strategies for systems testing emphasizing infrastructure and biomedical device connectivity.
• Collaborate with cross-functional teams to define testing requirements, objectives, and priorities.
Biomedical Device and Component Connectivity Testing:
• Execute test cases to validate the connectivity and interoperability of biomedical devices with the overall system.
• Ensure compliance with industry standards and regulatory requirements related to biomedical device integration.
Data Migration Testing
• Create test plans and test cases to assure patient health data is migrated accurately from the legacy RPMS health systems to the new enterprise EHR system.
Infrastructure Testing:
• Design test cases and conduct testing of infrastructure components, including servers, networks, databases, and cloud services, to assess reliability, scalability, and performance.
• Identify and address infrastructure issues that may impact the performance of the EHR system and/or the connected biomedical devices.
Protocol Testing for devices and peripherals:
• Test and validate communication and network protocols used in biomedical device connectivity, ensuring seamless data exchange and adherence to industry standards.
• Troubleshoot and resolve protocol-related issues to guarantee reliable connectivity.
Security Testing:
• Collaborate with cybersecurity experts to integrate security testing into the overall testing process.
• Identify and address vulnerabilities in infrastructure and biomedical device connectivity to ensure data integrity and patient safety.
Integration Testing:
• Lead efforts in integration testing to verify the seamless integration of biomedical devices with the broader system.
• Validate end-to-end functionality and troubleshoot any integration issues.
Test Automation:
• Develop and maintain automated test scripts for infrastructure and biomedical device testing.
• Implement best practices for test automation to improve efficiency and repeatability.
Identity, Access, and Security Validation
• Validate IAM, RBAC, provisioning, authentication, and authorization workflows across PATH EHR.
• Verify user-role mappings support approved clinical, operational, and revenue-cycle workflows.
• Review testing evidence for Okta, SailPoint, Active Directory, Oracle Health IAM, and related authentication services.
• Ensure access controls satisfy least-privilege principles and support separation-of-duty requirements.
• Validate test-user account management, role assignments, and security configurations prior to Test Readiness Reviews and Go-Live recommendations.
• Coordinate with IHS Cybersecurity, DIS, and Engineering teams on security-related testing findings and remediation tracking.
Documentation:
• Maintain detailed documentation of test cases, test results, and testing procedures.
• Provide clear and concise reports on the status of testing activities to relevant stakeholders.
Collaboration:
• Participate with stakeholders on COOP planning and COOP exercises.
• Work closely with software integrators, hardware engineers, quality assurance teams, and other stakeholders to ensure a collaborative and integrated approach to testing.
Regulatory Compliance:
• Stay informed about regulatory requirements in the biomedical industry and ensure that testing activities comply with relevant standards.
Work Experience, Knowledge, Skills & Abilities:
• Bachelor’s or master’s degree in computer science, biomedical engineering, or a related field. Minimum of 4 to 5 years with a B.S. degree, or 1 to 3 years with a M.S. degree.
• Experience in systems testing, with a focus on infrastructure and biomedical device connectivity.
• Some familiarity with biomedical device communication protocols (e.g., HL7, DICOM) and Health IT industry standards.
