Enterprise Technology Partnerships and Projects Manager

Duties and Responsibilities
The Enterprise Technology Partnerships & Projects Lead, reporting directly to the Chief Operating Officer, is responsible for advancing enterprise technology capabilities across the State of Florida through workforce development, community-building, and strategic project oversight. This role drives alignment, collaboration, and capability development across agencies, higher education, and partners to strengthen Florida’s technology ecosystem.

Workforce Development - Lead enterprise efforts to build, sustain, and scale technology talent pipelines across the State of Florida.

• Develop and manage partnerships with state colleges, universities, and training programs to expand internship, apprenticeship, and early-career opportunities within FLDS and across state agencies.
• Design and support enterprise workforce pipelines for technology and project management roles, including recruitment pathways, career progression models, and talent alignment strategies.
• Collaborate with agency leadership and human resources partners to identify workforce needs and align talent development initiatives to enterprise priorities.
• Support the development of structured internship and apprenticeship programs that create pathways into state government technology careers.
• Facilitate coordination across agencies to promote shared workforce strategies and reduce duplication of effort in talent development.

Community Development - Establish and grow enterprise communities of practice to strengthen collaboration, knowledge sharing, and alignment across the state technology ecosystem.

• Lead the development and sustainment of Communities of Practice, including:
  o Project Management Community of Practice
  o Artificial Intelligence (AI) Community of Practice
• Design and facilitate targeted working groups focused on priority topics, emerging technologies, and enterprise initiatives.
• Foster cross-agency collaboration by creating forums for shared learning, best practice development, and peer engagement.
• Promote alignment of tools, methodologies, and standards through community-driven engagement and consensus-building.
• Identify opportunities to expand communities of practice into additional technology disciplines as needed.
• Create, deliver, and engage training opportunities for the enterprise in relevant domains to enhance the communities of practice.

Project Oversight - Provide enterprise-level visibility, coordination, and governance support for technology projects across agencies.

• Participate in and support oversight of technology projects across the enterprise, ensuring alignment with strategic objectives and statewide priorities.
• Review and promote consistent project governance structures, methodologies, and delivery practices.
• Monitor project progress and identify risks, dependencies, and opportunities for improved coordination across agencies.
• Support the evaluation of project outcomes and the application of lessons learned to improve enterprise project delivery.
• Collaborate with agency and enterprise leaders to enhance project management capabilities and maturity across the state.
  

Strategic Partnerships & Enterprise Alignment - Support workforce, community, and project initiatives through coordinated engagement with key partners.

• Maintain relationships with agency leaders, higher education institutions, and strategic partners to advance enterprise initiatives.
• Facilitate collaboration across stakeholders to support workforce development, community engagement, and project alignment goals.
• Represent FLDS in relevant forums, working groups, and interagency efforts related to enterprise technology initiatives.
  

Policy and Compliance - Ensure alignment of initiatives with applicable standards, policies, and regulatory requirements.

• Support adherence to state and federal regulations, as well as enterprise policies governing technology initiatives.
• Collaborate with internal teams to align workforce, community, and project efforts with enterprise standards, including cybersecurity, data governance, and architecture.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

Knowledge:

• Government Digital Transformation: In-depth knowledge of digital transformation principles, strategies, and practices within a government context, emphasizing the importance of cybersecurity, data governance, and enterprise architecture.
• Project Management Methodologies: Comprehensive understanding of project management methodologies (e.g., Agile, Scrum, Waterfall) and tools (e.g., Microsoft Project, JIRA), including risk management, project planning, and execution.
• Technology Standards and Compliance: Knowledge of state and federal regulations related to technology, cybersecurity, and privacy. Familiarity with compliance frameworks and the ability to ensure projects and partnerships adhere to these guidelines.
• Stakeholder Management: Understanding of techniques and strategies for effective stakeholder engagement, including negotiation, conflict resolution, and consensus-building.
• Vendor and Contract Management: Knowledge of best practices in vendor management, contract negotiation, and partnership development within the technology sector.

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):

• Bachelor's degree in Information Technology, Business Administration, or a related field. Master’s degree preferred.
• Project Management certification preferred.
