General Description

The Enterprise Budget & Planning Systems Analyst is responsible for the administration, support, integration, and optimization of the College’s enterprise budgeting, planning, forecasting, and financial analytics platforms. This position serves as the primary technical and functional resource for budget and planning systems, including Workday Adaptive Planning, Qlik, ITworks, and Oracle Enterprise Performance Management (EPM) and Grants solutions.

The analyst works closely with Budget and Finance, as well as NOVA and VCCS stakeholders, to ensure accurate, reliable, and secure planning and reporting data across both legacy and cloud environments.

Duties and Responsibilities

  • Serve as the primary administrator and technical lead for enterprise budgeting, planning, forecasting, and financial analytics platforms.
  • Provide functional and operational support for Workday Adaptive, Qlik, ITworks, Oracle Enterprise Performance Management (EPM) and any other financial planning systems.
  • Monitor and validate financial, budget, workforce, and planning data to ensure accuracy and consistency across systems.
  • Partner with Budget and Finance leadership to identify opportunities for process improvement, automation, and enhanced reporting capabilities.
  • Configure system changes, security roles, metadata structures, calculations, workflows, and reporting components within planning platforms.
  • Work closely with Data Warehouse and Integration teams to support data movement, transformation, reconciliation, and governance activities.
  • Assist with testing, validation, and deployment activities associated with ERP upgrades, cloud migrations, and new system implementations.
  • Develop user documentation, training materials, and knowledge base resources.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications

Required KSAs:

  • Knowledge of budgeting, forecasting, financial planning, and reporting concepts.
  • Knowledge of enterprise reporting, data warehousing, data governance, and data integration principles.
  • Knowledge of business intelligence and analytics platforms.
  • Skill in analyzing, validating, and reconciling complex financial and operational data.
  • Skill in developing reports, dashboards, and decision-support analytics.
  • Skill in gathering business requirements and translating them into technical and functional solutions.
  • Skill in troubleshooting application, reporting, and data-related issues.
  • Ability to support enterprise planning systems serving Finance, Budget, Human Resources, and administrative departments.
  • Ability to communicate effectively with technical and non-technical stakeholders.
  • Ability to manage multiple priorities while maintaining a high degree of accuracy and customer service.
  • Ability to work collaboratively across departments during large-scale modernization and cloud migration initiatives.

Minimum Qualifications:

  • Experience supporting any of the following: budgeting, planning, financial reporting, or business intelligence systems.
  • Experience troubleshooting and validating complex reports
  • Experience providing end-user training, documentation, and change management support

  • Experience administering Workday Adaptive Planning, Oracle EPM, Hyperion, Anaplan, or similar enterprise planning platforms.
  • Experience with Qlik, Power BI, Tableau, or other enterprise analytics and reporting tools.
  • Experience supporting ERP systems such as PeopleSoft, Oracle Fusion, Banner, or Workday.
  • Experience with data warehousing, ETL processes, SQL, and enterprise data management.
  • Experience supporting financial, grants, workforce planning, or budget management processes in higher education.
  • Experience with cloud migration initiatives involving ERP, financial, or planning systems.
  • Experience working in a higher education, public sector, or state government environment.
  • Experience supporting Oracle Fusion Financials, Oracle EPM, Grants Management, or related cloud-based financial systems.
  • Familiarity with Azure-based analytics, integration, and data platform technologies.
  • Experience providing end-user training, documentation, and change management support during enterprise technology transitions.
