This is a remote position.


The
Enterprise Architect

will support the Texas Comptroller of Public Accounts (CPA) on the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This senior-level role provides highly advanced consultative services and technical assistance in support of CPA's Statewide Fiscal Systems team, encompassing the CAPPS HR/Payroll, Financials, STARR, and ancillary system components. The selected candidate will be responsible for enterprise technology vision and strategy, technical operations oversight, contract management support, and service desk governance across the CAPPS ecosystem. This position requires extensive cross-functional coordination with internal CPA stakeholders, external CAPPS customer agencies, and contracted vendors to ensure cohesive, standards-compliant technical execution. The candidate must be adaptable and prepared to learn and integrate new systems and platforms as directed.


Responsibilities


  • Develop and maintain the long-term enterprise technology roadmap for CAPPS systems, data, and platforms, ensuring architectural decisions support CPA's business goals and prevent duplication or unnecessary complexity.

  • Provide architectural leadership for digital transformation, cloud migrations, modernization efforts, and large-scale projects as directed by the CAPPS Product Manager.

  • Oversee technical decision-making for the CAPPS Technology Operations section, serving as the primary escalation point for complex technical issues and managing team assignments, performance, and project delivery.

  • Coordinate all technical activities between the CAPPS Technology Operations Team, internal CPA stakeholders, external CAPPS agencies, and contracted vendors including the Managed Services provider.

  • Ensure all digital products and content meet WCAG 2.1 accessibility standards, including regular compliance reviews and remediation of identified accessibility issues.

  • Assist with contract management oversight responsibilities, including IT control audits, security compliance, technical reviews of workflows and automation rules, and support for SLA monitoring and environment analysis.

  • Review and provide approval recommendations for technical deliverables related to CAPPS architecture, the System Development Lifecycle, Disaster Recovery, Security Plans, and future technology planning.

  • Oversee and support technical upgrades including PeopleSoft image, PeopleSoft Fluid, PeopleTools, and other software publisher upgrades.

  • Manage and oversee the CAPPS Service Desk (BOSSDesk), including design, configuration, testing, and software administration support.

  • Participate as a technical advisor during CPA procurement cycles for CAPPS-related products and services, supporting research, solicitation development, and evaluation activities.


Requirements


Minimum Qualifications


  • 20 years of extensive Texas public sector experience directly working for or supporting a Texas state government agency.

  • 20 years of experience performing technical activities in support of CPA application systems.

  • 20 years of experience creating and managing a strategic roadmap by combining strong planning skills, technical insight, and effective cross-functional communication.

  • 10 years of experience serving in a lead role with responsibility for managing outsourced technical teams and overseeing a Managed Services provider.

  • 10 years of experience preparing materials for and conducting executive-level presentations.

  • 10 years of experience performing technical project management activities in support of CPA's CAPPS program.

  • 10 years of experience interpreting contractual language and integrating it into daily workflows while holding vendors accountable to contractual requirements.

  • 10 years of extensive knowledge of and experience with data integration, data quality, and SDLC processes and methodologies.

  • 10 years of experience in IT security and control practices.

  • 10 years of technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle 11 or higher.

  • 10 years of experience with CAPPS Central production and deployment technical support activities for more than 100 agencies and 5 Hub instances.

  • 10 years of experience with IT service desk functions and knowledge of ITIL framework methodologies and processes.


Preferred Qualifications


  • 20 years of experience with software and hardware management industry best practices.

  • 20 years of experience with CPA's legacy Statewide Financial Systems production support activities.

  • 10 years of experience developing technical specifications to support IT procurements.


Additional Requirements


  • The selected candidate must complete a minimum of 10 hours of annual professional training in a relevant area of expertise at personal expense and on personal time, unless otherwise coordinated in advance with the CPA Supervising Manager.

  • The candidate's remote working location must be within the continental United States at all times, and the city and state of the primary remote location must be reported annually to the CPA Contract Manager.

  • The candidate's work schedule must be approved in writing by the CPA Supervising Manager.


Work Location and Schedule


Location: Texas Comptroller of Public Accounts, LBJ State Office Building, 111 E. 17th Street, Austin, Texas 78711.

Schedule: Monday through Friday, 8:00 AM to 5:00 PM CT, excluding State holidays; after-hours, weekend, and holiday work may be required as requested by CPA.

Work Arrangement: Telework (remote); candidate must be located within the continental United States.
