About the Role

CAA is embarking on a significant period of transformation to modernise how we operate, regulate, and deliver outcomes for New Zealand’s aviation system.

We are looking for an experienced Enterprise Architect for a 12-month fixed term to play a critical leadership role in shaping and guiding this transformation.

This role will provide enterprise-wide architectural leadership, ensuring that business, operating model, process, data and technology decisions are integrated, coherent and aligned to long-term outcomes.

You will work at the intersection of strategy and delivery — influencing key decisions at Executive level while ensuring the programme delivers a practical, achievable and sustainable end-state.

About Business Transformation Programme

The Business Transformation Programme is a multi-year initiative focused on enabling the organisation to operate as a modern, intelligence-led regulator. The programme will deliver improvements to systems, processes, data, and ways of working, ensuring the organisation can effectively manage risk, meet its statutory obligations, and support a safe, efficient, and sustainable aviation system. It brings together multiple workstreams to drive coordinated change and deliver long-term value for both the organisation and the wider system.

Key Responsibilities:

  • Define and maintain CAA’s target enterprise architecture and transition roadmap

  • Provide authoritative advice to ELT and programme governance on key decisions and trade-offs

  • Ensure all transformation initiatives are aligned, sequenced and integrated

  • Lead resolution of cross-programme design conflicts and dependencies

  • Shape investment decisions to ensure they support the target operating model

  • Establish pragmatic architecture governance that enables pace without losing alignment

  • Work closely with delivery teams to ensure solutions are practical and implementable

  • Drive a coherent, organisation-wide view of process, data, systems and ways of working.

What You’ll Bring

We’re looking for someone with:

  • Extensive experience leading enterprise architecture in complex transformation programmes

  • Proven ability to influence senior leaders and executives

  • Experience shaping target operating models across business and technology domains

  • Strong understanding of dependencies across process, people, data and technology

  • Ability to balance strategy with delivery pragmatism

  • Experience establishing architecture governance and decision frameworks

  • High credibility and sound judgement in ambiguous, evolving environments
