ASRC Federal Technology Solutions is seeking an Enterprise Applications & Cloud Operations Lead to provide hands on technical leadership and operational oversight across a large-scale portfolio of enterprise applications, diverse databases, and hybrid cloud/on-prem environments supporting mission critical IT services for the Department of State’s Public Diplomacy mission.
This role blends technical leadership, architecture oversight, operational management, and customer engagement. You will guide cross functional engineering teams, drive modernization and cloud adoption, ensure reliable O&M delivery, and serve as a trusted technical advisor to government stakeholders. This position is ideal for a senior engineer, architect, or technical lead who enjoys shaping technical direction, leading teams, and ensuring successful delivery across a complex enterprise environment. To be considered for this role, the ability to be on-site with the customer and currently have an Active Secret clearance is required. This customer's office will be moving to: 600 19th Street NW DC and is accessible by metro.

Key Responsibilities:
Technical Leadership & Architecture
• Lead technical planning, execution, and delivery across a portfolio of enterprise applications and databases.
• Provide architectural guidance across application development, database engineering, cloud services, and integration solutions.
• Evaluate technical approaches, ensure engineering best practices, and guide teams through modernization and cloud adoption.
• Oversee solution deployment and sustainment across hybrid cloud/on-prem environments.
• Support low code/no code capabilities (Microsoft Power Platform).
Operations & Service Delivery
• Provide day to day technical leadership across multiple O&M teams supporting application maintenance, database operations, cloud services, and service desk functions.
• Drive incident response, root cause analysis, and reliability improvements.
• Ensure that all technical solutions are reliable, secure, and meet all federal security and compliance requirements.
• Monitor technical performance, risks, and dependencies; recommend mitigation strategies.
Stakeholder Engagement & Program Support
• Serve as a primary technical interface with government leadership.
• Translate business needs into actionable technical architectures and implementation plans.
• Coordinate cross functional teams including developers, DBAs, cloud engineers, cybersecurity, and infrastructure personnel.
• Contribute to program reporting, technical documentation, and briefings.
Minimum Qualifications
• Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field.
• 6+ years of IT experience in enterprise systems, application delivery, or systems engineering.
• 3–5 years of technical leadership supporting federal IT programs or large enterprise environments.
• Experience guiding teams delivering enterprise applications (preferably including .NET environments).
• Experience with relational databases (e.g., Oracle, SQL Server, PostgreSQL, MySQL, or similar RDBMS).
• Experience managing hybrid cloud/on prem environments (e.g., AWS or Azure).
• Familiarity with DevSecOps practices and CI/CD pipelines (e.g., Azure DevOps, GitHub, Jenkins or GitLab).
• Strong understanding of federal compliance standards, including FISMA and FedRAMP.
• Strong leadership, communication, and stakeholder engagement skills.
Preferred Qualifications
• Experience leading application modernization or cloud migration efforts.
• Experience supporting large portfolios of applications and databases.
• AWS cloud experience (EC2, RDS, S3, Lambda).
• Experience with Microsoft Power Platform (Power Apps, Power Automate, Power BI).
• Professional certifications such as PMP, PMI ACP, CISSP, AWS Solutions Architect, or similar.
• Experience supporting enterprise data strategy and analytics initiatives.
