The Intermediate Construction Inspector/Surveyor position is responsible for ensuring the quality, safety, and compliance of roadway and structure construction projects. This position serves as an on-site inspector and/or surveyor, providing technical support to engineers in the administration of highway construction projects and ensuring that work is performed in accordance with approved plans, specifications, and contractual provisions. Duties include monitoring contractors’ daily operations, performing and reviewing materials testing and inspection reports, and verifying that construction activities meet required standards and specifications. Additional responsibilities include assisting with project stakeout and surveying tasks, monitoring and documenting utility relocation work, and ensuring proper alignment and conformance with project requirements.

The position is also responsible for identifying and resolving constructability issues in the field to mitigate delays and maintain project schedules. It requires anticipating potential contractual or design issues and advising supervisors on the need for plan revisions, supplemental agreements, or other adjustments. The Inspector/Surveyor ensures compliance with Disadvantaged Business Enterprise (DBE) requirements, environmental permits, and the North Carolina Sedimentation and Pollution Control Act. Effective communication is essential, as the position coordinates with engineers, contractors, subcontractors, utility owners, and property owners to support timely and efficient project completion.

Qualified applicants should possess general knowledge of construction inspection and surveying principles and practices, demonstrate proficiency in basic mathematics, and be capable of performing accurate field calculations. The position requires attention to detail, sound judgment, and the ability to work safely in outdoor environments (extreme weather) with exposure to construction site hazards such as traffic, heights, and uneven terrain. Moderate physical activity, including walking, climbing, balancing, kneeling, and standing, is required. This position provides the opportunity to contribute to the successful delivery of transportation projects that enhance public safety and infrastructure quality.

The selected applicant will be expected to safely and legally operate a motor vehicle. Work may include other duties and responsibilities as assigned. Must be able to lift 50 lbs. Must be able to work nights and weekends as required, to be assigned to any project within the Division. Night and weekend assignments may be required before, during, or after storm events for emergency response. Must apply safety philosophy and program to all operations. Safety toe shoes required.

Offer of employment will be contingent upon successful completion of NCDOT post offer employment evaluation.

Salary Grade and Salary Range: NC09 $41,206.00-$72,113.00

Management prefers applicants with the following:

  • Experience with contract administration
  • Knowledge in understanding contracts, plans, standards and specifications
  • Experience in performing inspection, sampling, and testing of materials (concrete, asphalt density) to ensure compliance with NCDOT specifications
  • Working knowledge of computer equipment, (I-pads, desktop), software (HiCams and Share Point) and mathematical functions
  • Experience in maintaining neat, legible and accurate records and reports, including computer/iPad data entry

Minimum Education and Experience of Requirement:

Associate degree in an applicable area of Engineering Technology, Survey Technology or a related curriculum from an appropriately accredited institution and two (2) years of progressive technician level experience; or an equivalent combination of education and experience.
