This is an unclassified, non-career position. Non-career employees are allowed a maximum of 1600 work hours available over a 12-month period. Non-career employees are not typically eligible for health/dental/vison benefits; however, may be eligible for sick leave benefits. This is an at-will temporary, part-time position.

THE DEPARTMENT

Long Beach Utilities provides safe, clean, reliable and affordable water, gas, and sewer services to the Long Beach community. The service area supports 500,000 customers, represented by 90,000 water accounts, 145,000 gas accounts and 90,000 sewer accounts in 52 square miles. This service area includes Long Beach’s downtown core, waterfront accounts, suburban areas and dense multifamily portions of the region. The department also provides natural gas service to residents and businesses in the City of Signal Hill.

Water. Every day, Long Beach Utilities treats 32 million gallons of drinking water at the Long Beach Groundwater Treatment Plant (GWTP) and distributes this water after blending with imported water, to 90,000 households and businesses throughout the City of Long Beach. The GWTP also hosts a California Environmental Laboratory Accreditation as a Certified Water Quality Laboratory, which performs 60,000 to 70,000 water quality testing to ensure the high quality of the drinking water.

Gas. As a municipal utility, Long Beach Utilities’ natural gas rates and policies are established by the Board of Utilities Commission, consisting of five residents of Long Beach. The City Charter requires Long Beach rates to be comparable to the rates charged by surrounding gas utilities for similar types of service. In the region, the Southern California Gas Company is the only other natural gas utility providing similar service and serves as the market bench mark. The City of Long Beach natural gas service territory includes the cities of Long Beach and Signal Hill, and sections of surrounding communities including Lakewood, Bellflower, Compton, Seal Beach, Paramount, and Los Alamitos.

Sewer. Long Beach Utilities owns, operates and maintains over700 miles of sanitary sewer lines, safely collecting and delivering over 40 million gallons of wastewater per day to the Sanitation Districts of Los Angeles County for treatment.

THE POSITION

The Long Beach Utilities (LBU) Department has an immediate opening for three Engineering Technician I – NC position in the Gas Engineering Division. The Long Beach Utilities Department’s Gas Engineering Division plans, designs, and manages the city’s gas infrastructure, support construction and development, and ensure safe, reliable, and compliant service. The positions will work in person at the Gas Campus located at 2400 E. Spring Street, Long Beach, CA 90806

Examples of duties

• Lays out, letters, makes computations and prepares drawings of streets, structures, sewers, storm drains, harbor areas, gas, water, and other utility plans;
• Draws, traces and updates maps and charts;
• Performs structural detailing by preparing and finishing sketches;
• Prepares visual aids for public presentations;
• Makes trigonometric and other mathematical calculations;
• Reads and interprets engineering sketches, maps, survey field notes, aerial photographs and drawings of electrical and mechanical systems;
• Plots profiles and cross sections;
• Makes field investigations;
• Transposes scales;
• Details enlargements;
• Performs substructure studies;
• Enters and maintains various logs, records and files;
• May compute areas, angles, grades, elevations, boundaries, distances, volumes, and traverses;
• May assist in preparing cost estimates and analyzes material costs, quality and quantity;
• May perform field survey;
• May conduct plan checks for compliance with City standards, regulations and noninterference with utilities;
• May investigate public complaints;
• May assist in preparing and processing legal descriptions, deeds, dedications, encroachments, vacations, easements, and subdivisions;
• May issue or process various permits, franchises, street occupancies and deeds;
• May utilize CAD (Computer Aided Design) and/or CAM (Computer Aided Mapping) systems;
• May collect data such as traffic parameters and inspect traffic control and striping;
• May prepare reports and letters;
• May assist in developing project standards and specifications;
• Performs other related duties as required.

Qualifications

MINIMUM REQUIREMENTS:

• High school, college or technical classes in geometry, algebra and trigonometry and either:
• High school drafting and approximately two years of experience in civil or other engineering drafting (one year in an engineering field party may be substituted for one year of drafting experience); or
• Six units of college level drafting and one year of experience in civil or other engineering work; or
• An equivalent of training and experience.
• Ability to work approximately 25 - 40 hours per week.

DESIRABLE QUALIFICATIONS:

• Familiarity with various related computer programs and/or systems, including GIS, CAM, and CAD.
• Ability to communicate effectively with public.
• A valid driver’s license, or the ability to arrange necessary and timely transportation for field travel, may be required for some assignments.
