and Responsibilities:

• The Florida Department of Environmental Protection protects, conserves and manages the state’s natural resources and enforces its environmental laws. Each position works together as a whole to advance Florida’s position as a world leader in protecting natural resources while growing the state’s economy.
• This is an intermediate level position performing professional work and specialized technical tasks in the Department’s permitting program. This position is responsible for processing permit applications in the Facilities Permitting Program, specializing in the review of stormwater management systems. The job involves applying scientific and engineering understanding to analyze a wide range of applications and draft permits, denials, and other agency actions. In carrying out the duties of this position the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all Departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
• In general, this position conducts reviews of moderate to complex applications, reports, and file/data reviews. Reviews and evaluates permit applications for conformance to applicable regulations. This includes, but is not limited to reviewing reports, system designs, technical guidance and other documents, and rules. Performs site inspections, as necessary. Writes permitting and correspondence and permits/documents that are technically correct, clear, understandable, and consistent with prescribed rules, timeframes and Department guidance and procedures. Participates in administrative hearings and judicial proceedings if necessary.
• In addition to the permitting responsibilities, the incumbent will assist the compliance staff conduct inspections and technical review. Supports, participates, and/or assists staff in the execution of compliance assistance for the regulated community. Assists with public outreach and training events. Provides technical assistance for and cooperates with engineers, geologists, government officials, representatives from other regulatory agencies and the general public.
• The position maintains databases of pollution control projects. Ensuring the data entry corresponding to all assigned projects is entered into the department's database. Receives and enters citizen complaints into a complaint tracking system.
• The position develops and maintains the essential skills needed for determining technical capabilities and regulatory requirements for pollution control systems. Complete the training plans developed for the position. Participates and assists with internal training events/activities to develop essential skills. This includes participating in safety events, job shadowing, on the job training, and team building initiatives as directed by management. Is a self-advocate for training and partners with appropriate district staff to learn about multiple DEP program areas.

Working hours: (A) Daily from Monday to Friday - 8:00 a.m. to 5:00 p.m. (B) Total hours in workweek 40 (C) Eligible for Flexible WorkweekThis position is not eligible for teleworking.

Required Knowledge, Skills, and Abilities:

• Knowledge of the concepts, terminology, principles, and analytical techniques of an engineering specialty area.
• Knowledge of engineering design, construction, production and/or operations.
• Skill in using engineering tools, equipment and/or instruments.
• Ability to interpret and understand engineering design and the monitoring laboratory analysis and procedures.
• Ability to analyze and interpret engineering design, calculations, and data.
• Ability to solve problems related to engineering.
• Ability to perform technical engineering inspections.
• Ability to plan, organize and coordinate work assignments to meet district, program, and department goals.
• Ability to communicate engineering information technically, effectively, and professionally, both verbally and in writing.
• Ability to establish and maintain effective working relationships with others.
• Ability to understand and apply applicable rules, regulations, policies, and procedures.
• Knowledge of the terminology and principles of state and federal environmental regulations.
• Ability to review permit application in accordance with applicable statutes and administrative codes.
• Skill analyzing and interpreting engineering data and reports.
• Ability to work independently and to train lower-level staff.
• Ability to coordinate agency’s programs, functions and activities with other sections and governmental utilities.

Minimum Qualifications:

• At least 4 years of verifiable related experience in regulatory inspection/compliance/permitting or other professional related experience. Post-secondary degrees from an accredited college or university with a major in a natural or physical science may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

• The ability to successfully complete a Level 2 State and National criminal history background check.

• Valid Driver License
• Travel is required, including overnight

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422 Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

Preferred Qualifications:

• Minimum of two years of verifiable professional related experience.
• Engineer Intern with the State of Florida.
