Within the Ground Cyber Electronic Warfare submarket we develop, field, and sustain complex, software defined RF systems. We are seeking a proven engineering leader to serve as Engineering Project Manager (EPM) to drive successful execution of program cost, schedule, and technical performance on a Sustainment Program for a large‑scale, ground‑based, software defined RF/antenna system. The EPM will collaborate with Engineering and Technology and Line of Business leadership to drive successful execution of Sustainment Task Orders and Delivery Orders. These include both LOE sustainment, as well as discrete deliveries to include new system installations, spares, and planned system upgrades/modernization. Responsibilities:
Project Planning: Develop project plans and schedules that meet allocated budgets. Collaborate with Chief Engineer, Release Train Engineer, and Logistics Program Manager to shape scope, deliverables, and success criteria for engineering and global sustainment agile teams. Help shape goals and acceptance criteria during agile release planning and sprint planning.
Resource Management: Plan and allocate engineering resources effectively. Coordinate with functional managers to secure required talent and expertise. Provide timely and accurate projections of engineering resource requirements and collaborate with PM and CAMs to ensure demand accuracy. Schedule and track demand and deliveries of material and SW licensing.
Risk & Opportunity Management: Identify potential risks early, create mitigation strategies, and leverage risk-register to manage and track to closure. Identify opportunities that could improve schedule, cost, or technical performance and leverage opportunity register to disposition and realize opportunities.
Stakeholder Communication: Serve as liaison between engineering teams, senior management, customers, subcontract management, and external partners. Provide regular status updates, progress reports, and performance metrics.
Technical Leadership: Ensure adherence to engineering standards, specifications, and quality requirements. Champion day-to-day execution of engineering processes and best practices including agile, change management, configuration and data management, and earned value management. Leverages proven processes, lessons learned, and best practices from other parts of business or industry.
Budget & Financial Control: Monitor expenditures against the approved budget. Identify cost variations and manage financial reporting. Track and forecast cumulative spending for labor and material to drive successful achievement targets at end of PoP and identify and mitigate all issues rapidly.
Schedule Management: Develop and manage holistic project plan spanning across all task orders and delivery orders. Track milestones, critical path activities, and deliverable dates. Collaborate with Configuration and Data Management to track due dates for CDRLs, ensure deliveries are accounted for in project plans, and ensure resources are allocated to meet or exceed due dates.
Performance Measurement: Track key performance indicators (KPIs) such as cost variance, schedule variance, agile performance metrics and quality metrics. Conduct post project reviews to capture lessons learned and improve future processes.
Proposals and Estimates: Provide sound BOEs for proposals and support the development of accurate bills-of-material for proposals. Accurately forecast and estimate future work for proposals, scope changes, or approved risk and opportunity driven tasks.
